Abstract: Terrestrial and marine protected areas have long been championed as an approach to biodiversity conservation. For protected areas to be effective, equitable and inclusive, the involvement of local residents in their management and governance is considered important. Globally, there are many approaches to involving local residents in protected area law enforcement. However, opportunities for comparing different approaches have been limited by the lack of a clear common framework for analysis. To support a more holistic understanding, we present a framework for analysing the contributions of local residents to protected area law enforcement. Informed by a review of the literature and discussions with conservation practitioners, the framework comprises five key dimensions: (1) the different points in the enforcement system at which local residents are involved, (2) the nature of local participation in decision-making, (3) the type of external support provided to local residents, (4) the different motivating forces for participation, and (5) the extent to which local participation is formalized. We apply the framework to three real-world case studies to demonstrate its use in analysing and comparing the characteristics of different approaches. We suggest this framework could be used to examine variation in local participation within the enforcement system, inform evaluation and frame constructive discussions between relevant stakeholders. With the global coverage of protected areas likely to increase, the framework provides a foundation for better understanding the contributions of local residents to protected area law enforcement.

Abstract: We assessed the density of argali (Ovis ammon) and ibex
(Capra sibirica) in Sarychat-Ertash Nature Reserve and its neighbouring Koiluu valley. Sarychat is a protected area, while Koiluu is a human-use landscape which is a partly licenced hunting concession for mountain ungulates and has several livestock herders and their permanent residential structures. Population monitoring of mountain ungulates can help in setting measurable conservation targets such as appropriate trophy hunting quotas and to assess habitat suitability for predators like snow leopards (Panthera uncia). We employed the double-observer method to survey 573 km2 of mountain ungulate habitat inside Sarychat and 407 km2 inside Koiluu. The estimated densities of ibex and argali in Sarychat were 2.26 (95% CI 1.47–3.52) individuals km-2 and 1.54 (95% CI 1.01–2.20) individuals km-2, respectively. Total ungulate density in Sarychat was 3.80 (95% CI 2.47–5.72) individuals km-2. We did not record argali in Koiluu, whereas the density of ibex was 0.75 (95% CI 0.50–1.27) individuals km-2. While strictly protected areas can achieve high densities of mountain ungulates, multi-use areas can harbour meaningful though suppressed populations. Conservation of mountain ungulates and their predators can be enhanced by maintaining Sarychat-like “pristine” areas interspersed within a matrix of multi-use areas like Koiluu. |

Abstract: Human-wildlife conflict (HWC) is a serious problem in many parts of the world, and Bhutan�s Wangchuck Centennial
National Park (WCNP) is no exception. Located in the remote alpine areas of the eastern Himalaya, wildlife species such as snow leopard (SL) and Tibetan wolf (TW) are reported to kill livestock in many parts of the Park. Such depredation is believed to have affected the livelihoods of high-altitude herding communities, resulting in conflicts between them. This study provides analysis on the extent of livestock depredation by wildlife predators such as SL and TW and examines its implications for the livelihoods of herding communities of Choekhortoe and Dhur regions of WCNP. Using semi-structured questionnaires, all herders (n = 38) in the study area were interviewed. The questions pertained to livestock population, frequency of depredation and income lost due to depredation in the last five years from 2012 to 2016. This study recorded 2,815 livestock heads in the study area, with an average herd size of 74.1 stock. The average herd size holding showed a decreasing trend over the years, and one of the reasons cited by the herders is depredation by SL and TW and other predators. This loss equated to an average annual financial loss equivalent to 10.2% (US$837) of their total per capita cash income. Such losses have resulted in negative impacts on herders� livelihood; e.g. six herders (2012-2016) even stopped rearing livestock and resorted to an alternate source of cash income. The livestock intensification programmes, including pasture improvement through allowing controlled burning, and financial compensation, may be some potential short-term solutions to reduce conflict between herders and predators. Issuing permits for cordyceps (Ophiocordyceps sinensis) collection only to the herders and instilling the sense of stewardship to highland herders may be one of the long-term solutions. |

Abstract: Conserving large carnivores in an increasingly crowded planet raises difficult challenges. A recurring debate is whether large carnivores can be conserved in human used landscapes (land sharing) or whether they require specially designated areas (land sparing). Here we show that 40% of the 170 protected areas in the global range of the snow leopard (Panthera uncia) are smaller than the home range of a single adult male and only 4– 13% are large enough for a 90% probability of containing 15 or more adult females. We used data from 16 snow leopards equipped with GPS collars in the Tost Mountains of South Gobi, Mongolia, to calculate home range size and overlap using three different estimators: minimum convex polygons (MCP), kernel utility distributions (Kernel), and local convex hulls (LoCoH). Local convex hull home ranges were smaller and included lower proportions of unused habitats compared to home ranges based on minimum convex polygons and Kernels. Intra-sexual home range overlapwas low, especially for adult males, suggesting that snowleopards are territorial. Mean home range size based on the LoCoH estimates was 207 km2 ± 63 SD for adult males and 124 km2 ± 41 SD for adult females. Our estimates were 6–44 times larger than earlier estimates based on VHF technology when comparing similar estimators, i.e. MCP. Our study illustrates that protected areas alone will not be able to conserve predatorswith large home ranges and conservationists and managers should not restrict their efforts to land sparing.

Abstract: The merits of integrated conservation and development projects (ICDPs), which aim to provide development incentives to citizens in return for conservation behaviors, have long been debated in the literature. Some of the most common critiques suggest that conservation activities tend to be strongly overpowered by development activities. We studied this assertion through participant observation and archival analysis of five Conservation Area Management Committees (CAMCs) in the Annapurna Conservation Area (ACA), Nepal. Committee activities were categorized as conservation activities (policy development and conservation implementation), development activities (infrastructure, health care, education, economic development, and sanitation), or activities related to institutional strengthening (administrative development and capacity building activities). Greater longevity of each ICDP was associated with greater conservation activity in relation to development activities. Project life cycles progressed from a focus on development activities in their early stages, through a transitional period of institutional strengthening, and toward a longer-term focus that roughly balanced conservation and development activities. Results suggest that the ICDP concept, as practiced in ACA, has been successful at building capacity for and interest in conservation amongst local communities. However, success has come over a period of nearly a decade, suggesting that prior conclusions about ICDP failures may have been based on unrealistic expectations of the time needed to influence behavioral changes in target populations.

Abstract: As a 'flagship' and 'umbrella' species the snow leopard can be a unifying biological feature to
raise awareness of its plight and the need for conservation, which will benefit other facets of Himalayan biodiversity as well. Some studies of snow leopards have been conducted in the Himalayan region. But, because of its elusive nature and preference for remote and inaccessible habitat, knowledge of the ecology and behaviour of this mystical montane predator is scant. The available information, however, suggests that snow leopards occur at low densities and large areas of habitat are required to conserve a viable population. Thus, many researchers and conservationists have advocated landscape-scale approaches to conservation within a regional context, rather than focusing on individual protected areas. While the issues are regional, the WWF's in the region have developed 5-year strategic actions and activities, using the regional strategies as a touchstone, which will be implemented at national levels. The WWF's will develop proposals based on these strategic actions, with estimated budgets, for use by the network for funding and fund-raising. WWF also recognizes the need to collaborate and coordinate within the network and with other organizations in the region to achieve conservation goals in an efficient manner, and will form a working group to coordinate activities and monitor progress. Abstract: Kyrgyzstan is a land of towering mountains, glaciers, rushing streams, wildflowercovered meadows, forests, snow leopards, soaring eagles, and yurt-dwelling nomads. The entire nation lies astride the Tian Shan1, Chinese for “Heavenly Mountains”, one of the world's highest mountain ranges, which is 7439 m (24,400 ft) in elevation at its highest point. The nation is the second smallest of the former Soviet Central Asian republics. In
spite of Kyrgyzstan's diverse wildlife and stunning natural beauty, the nation remains little known, and, as yet, still on the frontier of international conservation efforts. The following report is the product of 12 months of research into the state of conservation and land-use in Kyrgyzstan. This effort was funded by the Fulbright Commission of the U.S. State Department, and represents the most recent findings of the author's personal environmental journey through Inner Asia, which began in 1999. When I first started my preliminary research for this project, I was extremely surprised to learn that, even though the Tian Shan Range has tremendous ecological significance for conservation efforts in middle Asia, there wasn't a single major international conservation organization with an office in the former Soviet Central Asian republics. Even more surprising was how little awareness there is of conservation issues in the Tian Shan region amongst conservation workers in neighboring areas who are attempting to preserve similar species assemblages and ecosystems to those found in the Tian Shan. Given this lack of awareness, and the great potential for the international community to make a positive contribution towards improving the current state of biodiversity conservation in Kyrgyzstan and Central Asia, I have summarized my findings on protected areas and conservation in Kyrgyzstan and the Tian Shan of Kazakhstan, Uzbekistan, and Xinjiang in the chapters below. The report begins with some brief background information on geography and society in the Kyrgyz Republic, followed by an overview of biodiversity and the state of conservation in the nation, which at the present time closely parallels the state of conservation in the other former Soviet Central Asian republics. Part IV of the report provides a catalog of all major protected areas in Kyrgyzstan and the other Tian Shan nations, followed by a list of sites in Kyrgyzstan that are as yet unprotected but merit protection. In the appendices the reader will find fairly comprehensive species lists of flora and fauna found in the Kyrgyz Republic, including lists of mammals, birds, fish, reptiles, amphibians, trees and shrubs, wildflowers, and endemic plants. In addition, a draft paper on the history and current practice of pastoral nomadism in Kyrgyzstan has been included in Appendix A. While the research emphasis for this study was on eastern Kyrgyzstan, over the course of the study the author did have the opportunity to make brief journeys to southern Kyrgyzstan, Uzbekistan, Kazakhstan, and Xinjiang. While falling short of being a definitive survey of protected areas of the Tian Shan, the informational review which follows is the first attempt at bringing the details of conservation efforts throughout the entire Tian Shan Range together in one place. It is hoped that this summary of biodiversity and conservation in the Tian Shan will generate interest in the region amongst conservationists, and help increase efforts to protect this surprisingly unknown range that forms an island of meadows, rivers, lakes, and forests in the arid heart of Asia. Abstract: Livestock depredation by the endangered snow leopard (Panthera uncia) _is an increasingly contentious issue in Himalayan villages, especially in or near protected areas. Mass attacks in which as many as 100 sheep and goats are killed in a single incident inevitably result in retaliation by local villagers. This article describes a community-based conservation initiative to address this problem in Hemis National Park, India. Human-wildlife conflict is alleviated by predator-proofing villagers' nighttime livestock pens and by enhancing household incomes in environmentally sensitive and culturally compatible ways. The authors have found that the highly participatory strategy described here (Appreciative Participatory Planning and Action-APPA) leads to a sense of project ownership by local stakeholders, communal empowerment, self-reliance, and willingness to co-exist with
snow leopards.
