In June-July 2004, the Snow Leopard Conservancy (SLC) recently conducted field visits to three important snow leopard sites in Pakistan's Northern Areas: Hushey and Skoyo villages in Baltistan and the Khunjerab Village Organization (KVO) in Gojal. The purpose was to launch environmentally appropriate small-scale, village-based conservation and depredation alleviation initiatives aimed at protecting snow leopards, prey species, their habitats and associated mountain biodiversity, while benefiting humans at the same time. |

| Abstract |
The World Conservation Union listed the snow leopard (Uncia uncia) as endangered in 1974. With as few as 3,500 snow leopards left in the wild, scientists placed the snow leopard on the IUCN Red List of critically endangered species shared by animals such as the giant panda and tiger. In an effort to save the snow leopard from extinction, former zoo employee Helen Freeman founded the Snow Leopard Trust in 1981. The Snow Leopard Trust works to save this elusive cat by incorporating community-based conservation projects. One of these project Leopard Enterprise (SLE), impacts poverty stricken communities in Mongolia, Kyrgyz Republic, and Pakistan. It assists over 300 families in its conservation efforts. The economic incentives provided via SLE have led participating communities not to harm the snow leopard or its prey, and to practice sustainable herding. Since the project began in 1997, the number of snow leopards harmed around the communities' territories has dropped to near zero. Additionally, the annual income of families that utilize the benefits of SLE has increased by 25% to 40%. SLE creates this economic benefit by providing the training and equipment necessary to make desirable products from the wool of herd animals. Snow Leopard Trust then purchases these handicraft items from the local people and them globally. Zoos can expand their conservation efforts by simply offering these items in their gift shops. Woodland Park Zoo (WPZ) was the first zoological institution to sell the products, and WPZ continues to generate revenue from them. SLE is a golden opportunity for zoos to increase revenue, assist poor families, and save an endangered species and fragile ecosystem. |

| Abstract |
Terrestrial and marine protected areas have long been championed as an approach to biodiversity conservation. For protected areas to be effective, equitable and inclusive, the involvement of local residents in their management and governance is considered important. Globally, there are many approaches to involving local residents in protected area law enforcement. However, opportunities for comparing different approaches have been limited by the lack of a clear common framework for analysis. To support a more holistic understanding, we present a framework for analysing the contributions of local residents to protected area law enforcement. Informed by a review of the literature and discussions with conservation practitioners, the framework comprises five key dimensions: (1) the different points in the enforcement system at which local residents are involved, (2) the nature of local participation in decision-making, (3) the type of external support provided to local residents, (4) the different motivating forces for participation, and (5) the extent to which local participation is formalized. We apply the framework to three real-world case studies to demonstrate its use in analysing and comparing the characteristics of different approaches. We suggest this framework could be used to examine variation in local participation within the enforcement system, inform evaluation and frame constructive discussions between relevant stakeholders. With the global coverage of protected areas likely to increase, the framework provides a foundation for better understanding the contributions of local residents to protected area law enforcement. |

Considerable efforts have been devoted to conserving the snow leopard Panthera uncia in recent years, but progress has inevitably been slow due to the difficulties of studying a sparsely distributed, secretive and endangered species in often isolated mountainous terrain. Although knowledge about the species overall distribution in the highlands of Central Asia still remains fragmenatry, it is important to briefly examine all the available information in order to review measures taken to date to conserve the species through the protected areas network. The purpose of this paper is to examine the distribution and status of protected areas inhabited or visited by snow leopard in relation to the species' distribution and highlight deficiences in the present network. |

In response to dwindling wildlife populations and habitat, governments established national parks and protected areas, often with little input from people living in the immediate area. In some cases communities were relocated, but in most they are left to pursue traditional agricultural and pastoral livelihoods under a new set of rules. Important questions of land tenure remained unresolved, with a “fences and fines” approach to protected area management (Stolton and Dudley 1999). |

This program was drawn up at the invitation of the Chief Wildlife Warden of the State of Jammu and Kashmir, Mir Inayat Ullah, following joint survey work and discussions held over the period 1980-86. The recomendations have been accepted and will be incorporated into Department of Wildlife Protection policy. The aim of the program is the long term conservation of the snow leopard on a self sustaining basis throughout the state. Two basic assumptions underlie the program: (1) The snow leopard cannot be protected in isolation, but only in the context of conservation of the environment as a whole, and (2) To be most effective, any long term plan needs the cooperation of local people and must take into account their needs and traditional rights. |

| Abstract |
A detailed knowledge of the ecology of a species is fundemental to the drawing up of effective conservation measures. One aim of the current project was to identify good areas of snow leopard habitatand evaluate them for possible inclusion in the Protected Area Network. Several good areas were surveyed and an outstanding area identified, and included in a report to the Chief Wildlife Warden. |

| Abstract |
The Snow Leopard Survival Strategy (SLSS) is a blueprint to guide the work of organizations and individuals working to conserve the endangered snow leopard. The SLSS was drafted in a collaborative fashion and includes the input of more than 65 of the world's leaders in snow leopard research and conservation. Implementation of the SLSS is overseen by the Snow Leopard Network (SLN), a partnership of organizations and individuals from government and private sectors who work together for the effective conservation of the snow leopard, its prey, and its natural habitat to the benefit of people and biodiversity |
