Abstract: Since 1999, NABU, the German Society for Nature Conservation, has been organizing the conservation of snow leopards Uncia uncia in Kyrgyzstan in an international project in cooperation with the Kyrgyz Ministry of the Environment, Emergencies and Civil Defence and the Kyrgyz Ministry of the Interior. The animal, with its typical grey-beige patterned fur and bushy tail, is one of the most endangered big cats in the world. It is categorized as Endangered on the 2000 IUCN Red List and is on CITES Appendix I.

Abstract: The merits of integrated conservation and development projects (ICDPs), which aim to provide development incentives to citizens in return for conservation behaviors, have long been debated in the literature. Some of the most common critiques suggest that conservation activities tend to be strongly overpowered by development activities. We studied this assertion through participant observation and archival analysis of five Conservation Area Management Committees (CAMCs) in the Annapurna Conservation Area (ACA), Nepal. Committee activities were categorized as conservation activities (policy development and conservation implementation), development activities (infrastructure, health care, education, economic development, and sanitation), or activities related to institutional strengthening (administrative development and capacity building activities). Greater longevity of each ICDP was associated with greater conservation activity in relation to development activities. Project life cycles progressed from a focus on development activities in their early stages, through a transitional period of institutional strengthening, and toward a longer-term focus that roughly balanced conservation and development activities. Results suggest that the ICDP concept, as practiced in ACA, has been successful at building capacity for and interest in conservation amongst local communities. However, success has come over a period of nearly a decade, suggesting that prior conclusions about ICDP failures may have been based on unrealistic expectations of the time needed to influence behavioral changes in target populations.

Abstract: Evidence of snow leopard presence was most abundant in C Ladakh, decreased southward toward the crest of the Himalaya, and was least on the S side of the main Himalaya. Prey populations, primarily blue sheep Pseudois nayaur and Asiatic ibex Capra ibex, were also more plentiful in the areas surveyed to the N of the main Himalaya. Perhaps 400 snow leopard occur throughout NW India. The stronghold of this species in India is apparently the trans- Himalayan ranges in Ladakh where new parks and reserves are being established, some in association with a snow leopard recovery programme of the state of Jammu and Kashmir and a 'Project Snow Leopard' of the central Indian government. Because of the generally low density of snow leopard, conservation measures must also be considered within the large areas of its range lying outside parks and reserves. -from Authors

Abstract: The wildlife of temperate forest ecosystems in the Western Himalayas is threatened by destruction of habitat and hunting. Two species of pheasants occuring in the survey area (western tragopan Tragopan melanocephalus and cheer pheasant Catreus wallichi) are listed in the IUCN Red Data Book (1979). Small populations of both species were located and information on their habitat requirements was obtained. The status of most large mammal species appears to be precarious, with the populations encountered being small and fragmented. Species formerly common but now rare include Himalayan brown bear Ursus arctos, Himalayan tahr Hemitragus jemlahicus and musk deer Moschus moschiferus. The snow leopard Panthera uncia has disappeared completely from the area.-from Authors

Abstract: We conducted surveys focusing on the unique and vulnerable ungulate species in Yeniugou, Qinghai province, China, during September 1997 to compare population estimates with those from the early 1990s. The status of two ungulate species appeared essentially unchanged since 1990ñ1992: wild yak Bos grunniens (about 1200 to 1300 animals) and Tibetan gazelle Procapra picti- caudata. The status of one ungulate species, the white-lipped deer Cervus albirostris, appeared to improve, from a very few to close to 100. We are unsure how the status of the Tibetan wild ass Equus kiang compares with that of the early 1990s. The status of three species declined during the period: blue sheep Pseudois nayaur and argali Ovis ammon declined slightly (possibly due to a weather event), and the Tibetan antelope Pantholops hodgsoni declined dramatically (probably due primarily to poaching), from over 2000 estimated in 1991 to only two seen during 1997. Poaching of antelope has become a serious problem throughout the Tibetan plateau in recent years, and this survey provides evidence that an entire subpopulation can disappear (either through mortality, movement away from human disturbance or a combination) within a relatively short time-frame. That some species (e.g. wild yak, white-lipped deer) continue to thrive in Yeniugou is heartening, but even they remain vulnerable to market-driven poaching.#1998 Elsevier Science Ltd. Abstract: The modern era of wildlife and protected area conservation in Nepal began in 1973 with the passage of comprehensive legislation, and has evolved very quickly as new priorities and problems have emerged. Here we explore the legal and managerial development of conservation areas, a recently-defined category of protected area designed to promote conservation through local-level participation and development. A review of the Conservation Area Management Regulations of 1996 shows that there are several potential problems inherent in this designation. As written, the regulations move power from the government to organizations under governmental contract. Thus, management authority largely remains top-down from the standpoint of local users. We also question how well the designation will protect some sensitive wildlife species, since organizations do not have law enforcement authority under Nepalese legislation.
Despite these concerns, there have been several successful conservation area programmes in existence in Nepal since the 1980s and most of the issues addressed are surmountable with the current regulations, providing that several criteria are met. We propose that His Majesty's Government and organizations under contract develop more definitive methods of disbursing funds for local-level projects, and institute social impact assessments. In addition, more attention must be paid to wildlife law enforcement; independent assessments of important wild populations and unique habitats are needed. Finally, we discuss some broader issues that should be better addressed in Nepal and elsewhere, including cross-sectoral coordination within the government.

Abstract: Buffer zones have been used as part of larger integrated conservation development programs to provide the benefits of ecological buffering of protected areas and socioeconomic buffering of neighboring communities. The authors explore the legal and managerial development of buffer zones internationally and with the passage of a conservation amendment in Nepal. A review of Nepal's buffer zone policies and several ongoing projects shows that there are several potential inherent problems. As written, regulations tend to expand the authority of the state by imposing restrictions in populated areas formerly not under control of park officials. Some participatory rights are provided to citizens, but management authority largely remains top down from the standpoint of local users. The authors question whether the managerial and research capacities exist to monitor buffer zones for their effectiveness both for conservation and development purposes and make several recommendations to improve implementation.

Abstract: The World Conservation Union listed the snow leopard (Uncia uncia) as endangered in 1974. With as few as 3,500 snow leopards left in the wild, scientists placed the snow leopard on the IUCN Red List of critically endangered species shared by animals such as the giant panda and tiger. In an effort to save the snow leopard from extinction, former zoo employee Helen Freeman founded the Snow Leopard Trust in 1981. The Snow Leopard Trust works to save this elusive cat by incorporating community-based conservation projects. One of these project Leopard Enterprise (SLE), impacts poverty stricken communities in Mongolia, Kyrgyz Republic, and Pakistan. It assists over 300 families in its conservation efforts. The economic incentives provided via SLE have led participating communities not to harm the snow leopard or its prey, and to practice sustainable herding. Since the project began in 1997, the number of snow leopards harmed around the communities' territories has dropped to near zero. Additionally, the annual income of families that utilize the benefits of SLE has increased by 25% to 40%. SLE creates this economic benefit by providing the training and equipment necessary to make desirable products from the wool of herd animals. Snow Leopard Trust then purchases these handicraft items from the local people and them globally. Zoos can expand their conservation efforts by simply offering these items in their gift shops. Woodland Park Zoo (WPZ) was the first zoological institution to sell the products, and WPZ continues to generate revenue from them. SLE is a golden opportunity for zoos to increase revenue, assist poor families, and save an endangered species and fragile ecosystem.

Abstract: Przewalski's gazelle Procapra przewalskii is endemic to China and is classified as Critically Endangered by IUCN-The World Conservation Union. Historically, the species occurred in parts of the provinces of Gansu, Inner Mongolia, Ningxia and Qinghai but now appears to be restricted to three populations around Qinghai Lake. These three populations-Bird Island, Hudong-Ketu and Yuanzhe-have all declined since 1988. The populations have been monitored since 1994 and the smallest, on Bird Island, appears to be on the brink of extinction, with only seven individuals being recorded in 1998. In the same year, the Hudong- Ketu population comprised 56 individuals (29.4 per cent males, 50 per cent females and 21 per cent juveniles) and the Yuanzhe population 51 individuals (29.4 per cent males, 43.1 per cent females and 27.5 per cent juveniles). The causes of the declines vary for each population but include loss of habitat as a result of desertification, poaching and, possibly, wolf predation. Human activity and high juvenile mortality are major threats to the continued survival of the gazelle. Conservation measures proposed are: (i) the establishment of a special reserve for Przewalski's gazelle; (ii) a study of the wolf-gazelle relationship and control of the number of wolves if necessary; (iii) a search for remnant populations of Przewalski's gazelle in other regions in their historical range and the identification of suitable sites for translocation and establishment of new populations.
