Abstract: Under a joint Decision No: 102/132 by Minister of Justice and Internal Affairs (Ts. Munkh-orgil) and Minister of Nature and Environment (G. Shiilegdamba) dated on April 03, 2008 (Annex1), mobile training “Increased Participation of Law Enforcement Agencies in Reduction of Illegal Wildlife Product Trade” for law enforcement agencies was organized with WWF funding on 11-25 April, 2008. Training was organized in border points in Borshoo in Uvs Aimag, Tsagaan Nuur of Bayan-ulgii Aimag, Yarant in Khovd Aimag and Burgastai in Govi-altai Aimag. This mobile training was jointly organized by the Crime Prevention Coordination Council of the Ministry of Justice and Internal Affairs, the Frontier Defense Department of Frontier Troop Headquarter Management Board of General Office of Frontier Inspection of General Office of Frontier Defense, the State Frontier Specialized Agency at the SSIA, the General Police Office, University of Customs Economics, and Mongolian National Committee of CITES, WWF Mongolia, local office (Uvs Aimag) of Community based Biodiversity Conservation of Altai Sayan Eco-Region Project, and anti-poaching team “Ireves”. Overall, training was focused on how to detect and arrest illegal network of wildlife and its product trades, how to take preventive measures from such illegal actions, and how the law enforcement agencies should cooperate. While trainers tried to teach the topics in simple and clear understandable ways as much as possible, trainees endeavored how to get common understanding on the aspects and assist in decision making concerning the respective illegal actions.
This report entirely covers the results of training on increased participation of law enforcement agencies, particularly the law enforcement agencies operating in the vicinity of State border areas in reduction and elimination of illegal wildlife and its products. As a campaign “Prevention from environmental violations” was announced in April, 2008, some other public events e.g. workshops and seminars, and open forum discussions on national television were jointly organized with local offices of the National Committee of Crime Prevention in the Uvs, Khovd, and Govi-altai Aimags, where training was held. Training organized at the State border points (4) abovementioned was attended by over 120 individuals and workshops and discussions held in Uvs, Khovd, Bayan-ulgii and Govi-altai Aimags were attended by about 110 participants. One of advantages of training and discussions was that they were open to multiple parties/stakeholders and enabled them to learn more and exchange their views/opinions as well as cooperate.

Abstract: The Tost-Tosonbumba Mountains of South Gobi represent one of the most impressive habitats for the endangered snow leopard Panthera Uncia, supporting amongst the highest population density of this rare cat reported so far from across it's global range. A prestigious multi-institutional internal research collaboration was initiated in Tost-Tosonbumba in 2008 with the establishment of a sate of the art research station. Yet, lying outside any protected area, this important snow leopard population and its habitat face direct and urgent threats due to mining. Initiation of mining in the region would (i) severely impact an important snow leopard population and destroy much of its habitat, (ii) compromise the possibility of genetic exchange of snow leopards over a much larger landscape (iii) lay to waste ten years of effort with local communities that have involved improving livelihoods and seeking their co-operation in snow leopard conservation and (iv) squander the opportunity for Mongolia to continue a prestigious one of a kind, long-term international collaborative program on snow leopard research. It is critical that mining licenses in snow leopard habitats of the region be immediately revoked, and the local communities be supported in their efforts to develop the Tost-Tosonbumba Mountains into a local protected area.

Abstract: Against a background of recovering large carnivore populations in Norway, and many other areas of Europe, it is becoming increasingly important to develop methods to monitor their populations. A variety of parameters can monitored depending on objectives. These parameters include: presence/absense, distribution, population trend indices, minimum counts, statistical estimates of population size, reproductive parameters and health/condition. Three broad categories of monitoring techniques can be recognised each with increasing levels of fieldwork required. The first category includes those techniques that do not require original fieldwork. The second category involves fieldwork, but where individually recognisable carnivores are not available. The third category includes methods where fieldwork has recognisable individuals available. Different mehtods tend to have been used for different species, mainly because of limitations imposed by the different species' ecology. The most precise estimates of population size have been obtained in research projects with relatively small study sites and with the help of radio-telemetry. However, it may be difficult, or impossible, to apply these methods over large monitoring areas. Therefore, in terms of practical management, a combination of minimum counts, supported by an independent index may be more useful than statistical population estimates. All methods should be subject to a careful design process, and power analysis should be conducted to determine the sensitivity of the method to detect changes.
Based on the review of over 200 papers and reports we recommend a package of complementary monitoring methods for brown bear, wolverine, lynx and wolf in Norway. These include the use of observations from the public and reports of predation on livestock to determine broad patterns of distribution, and an index based on hunter observations per hunting day, for all four species. Minimum counts of reproductive units, natal dens, family groups, and packs, should be obtained from snow-tracking for wolverines, lynx and wolves respectively. In addition a track-count index should be obtained for wolverines and lynx. As much data as possible should be obtained of lynx and wolvereines killed in the annual harvest. Brown bears will be difficult to monitor without the use of radio-telemetry, therfore they may require periodic telemetry based, mark-recapture studies. Such a program can easily be constructed within existing central and regional wildlife management structures, but will require extensive involvement from hunters.
