Abstract: Impacts on households from large carnivores are frequently reported in the conservation literature, but conflicts between households and large carnivore conservation are not. Employing a human-wildlife coexistence framework that distinguishes between human-wildlife impacts on one hand, and human-conservation conflicts on the other, this paper presents data from Annapurna Conservation Area and Sagarmatha (Everest) National Park, Nepal, each with different models of conservation governance. Using systematic sampling, quantitative information from 705 households was collected via questionnaires, while 70 semi-structured interviews were conducted with key informants for cross-methods triangulation. 7.7% of households reported conflicts with snow leopard conservation in the previous 12 months, primarily due to damage to livelihoods; these were significantly higher in the Annapurna region. 373 livestock were reported lost by households to snow leopards in the previous 12 months, representing 3.4% of total livestock owned and US$ 132,450 in financial value. Livestock losses were significantly lower in the Everest area. In linear regression models, total household livestock losses to all sources best explained conflicts with snow leopard conservation and household livestock losses to snow leopards but the models for the former dependent variable had very low explanatory power. Conservation in general, and large carnivore conservation in particular, should distinguish carefully between impacts caused by coexistence with these species and conflicts with conservation actors and over the methods and interventions used to conserve carnivores, especially where these negatively impact local livelihoods. In addition, livestock husbandry standards are highlighted again as an important factor in the success of carnivore conservation programmes.

Abstract: Human conflict with large carnivores continues to be a great conservation challenge, and conflict with snow leopards (Panthera uncia) has been studied to understand causes and propose mitigation schemes. While the nature of snow leopard-human conflict is similar in most cases, reported studies have been case- and area-specific with mitigation strategies not necessarily based on a synthesis of relevant literature. We reviewed snow leopard literature published from 1970-2020 to identify the main drivers of human-snow leopard conflict (HSLC) and describe conservation and conflict mitigation strategies commonly employed. Based on 47 relevant peer-reviewed articles, review papers, book chapters, project reports, and other grey literature, we identified four major conflict domains: livestock management-related, socio-economic/human-related, ecological, and policy-related. Most articles suggested more than one conflict mitigation scheme. Three conflict mitigation domains – preventive, supportive, and compensatory – were widely reflected in the snow leopard-human conflict literature. The most commonly reported mitigation schemes included: 1) building or predator-proofing corrals; 2) training shepherds and improving livestock guarding; 3) livestock insurance schemes; 4) compensation for livestock predation; 5) capacity building, education, and awareness programs; and 6) improved breeding and use of guard dogs. Future management efforts need to tailor their approach depending on cultural, economic, and ecological circumstances.

Abstract: The cycle of livestock depredation and retaliatory killing constitutes a major threat to large carnivores worldwide and imposes considerable hardships on human communities. Mitigation efforts are often undertaken with little knowledge of ecological underpinnings and patterns of depredation, limiting conservationists' ability to develop, prioritize, and evaluate solutions. Carnivore detection and depredation data from interviews in affected communities may help address this gap, but such data are often prone to false-positive uncertainty. To address these challenges in the Pamir Mountains of Tajikistan we collected snow leopard, lynx, wolf, and bear detection and depredation reports from local communities via semi-structured interviews. We used a novel hierarchical multi-species multi-state occupancy model that accounted for potential false-positives to investigate carnivore site use and depredation concurrently with respondents' apparent vulnerability to that risk. Estimated false-positive probabilities were small, but failure to account for them overstated site use probabilities and depredation risk for all species. Although individual vulnerability was low, depredation was nonetheless commonplace. Carnivore site use was driven by clear habitat associations, but we did not identify any clearly important large-scale spatial correlates of depredation risk despite considerable spatial variation in that risk. Respondents who sheltered livestock in household corrals reinforced with wire mesh were less likely to report snow leopard depredations. Reducing depredation and retaliation at adequately large scales in the Pamirs will likely require a portfolio of species-specific strategies, including widespread proactive corral improvements. Our approach expanded inference on the often-cryptic processes surrounding human-carnivore conflict even though structured wildlife data were scarce.

Abstract: Large carnivores play key roles in their ecosystems, but their protection is a major challenge in biodiversity conservation due to conflicts with human interests. The snow leopard (Panthera uncia) is the top predator of Asian high-altitude landscapes and faces various threats including wild prey depletion and illegal killings as a consequence of livestock depredation. As the interactions between snow leopards, wild prey, and livestock are still insufficiently understood, we studied the effects of 1) wild prey (blue sheep Pseudois nayaur and Himalayan marmots Marmota himalayana) and domestic prey on snow leopard relative abundance, and of 2) these ecological parameters and intervention applications on livestock depredation by snow leopards. In the Annapurna Conservation Area, Nepal, we monitored wildlife populations and livestock along transects (490.8 km) in 82 grid cells (4 ×4 km) in 2019 and 2021 and conducted questionnaire surveys to determine livestock depredation between 2018 and 2021 (n = 479 households). We applied generalized linear models (GLMs) and sample comparison testing to examine the effects of prey densities and other environmental and anthropogenic predictors on snow leopard relative abundance and livestock depredation. Blue sheep density strongly positively affected snow leopard relative abundance, which also increased with terrain ruggedness and decreased with increasing densities of livestock and the human population. The size of livestock holdings shaped depredation events of large livestock (yak, cattle and horse), whereas depredation events of sheep and goats, which accounted for most (68.6%) depredated animals, decreased with increasing human population density and marmot presence. The strong impact of blue sheep on snow leopard relative abundance supports demands for integrating this ungulate into conservation and management plans, including wild prey recovery and translocation. The rather weak evidence for effects of blue sheep on depredation events suggests that conflicts over livestock depredation by snow leopards would neither be inflicted nor solved by increasing wild prey abundance. This demonstrates the need to improve intervention strategies in the Annapurna region, such as predator-proofing corrals and optimizing daytime herding practices. We suggest further exploring the effects of marmots and other secondary prey on livestock depredation rates, and testing the suitability of additional interventions, e.g., dogs and deterrents, as conflict mitigation tools. Our results will support wildlife managers in setting conservation priorities to promote the long-term co-existence of local people and snow leopards.

Abstract: Between 1998 and 2001 I carried out surveys in four areas in the Baltistan district of the Northern Areas of Pakistan to estimate the population of the snow leopard and to examine the threats to its future conservation. I estimate that a total of 36-50 snow leopards are present in the areas surveyed. Based on the availability of suitable snow leopard habitat and of its prey species, I estimate that 90-120 snow leopards are potentially present in Baltistan and 300-420 throughout its range within Pakistan's borders. Although this estimate is higher than extrapolations based on earlier surveys, the long-term future of the snow leopard is under threat. This is mainly due to retaliatory killings by farmers, and poaching for pelts and other body parts. Species-focused conservation policies, particularly those targeting ungulates for the promotion of trophy hunting, may constitute an additional threat to snow leopard conservation in the region. However, all forms of threats to the snow leopard in Baltistan appear to emanate from the relatively poor economic conditions of the local people.

Abstract: Preliminary recommendations for the management of snow leopard and its prey are provided for the Langu Valley segment of the Shey-Pkoksundo National Park. Park-wide and country-wide conservation options and management recommendations await results of the surveys scheduled for 1987. The following management objectives are formulated: 1) Protection and ultimate restoration of all natural communities within the area 2) Special protection measures for snow leopard and musk deer (strict control of hunting and livestock grazing) 3) Secure natural resources around local villages 4) Respect traditional rights of villagers, while controlling high impact human activities 5) Secure cooperation of local people. These objectives are refined and recommendations for concrete conservation actions are made.

Abstract: The globally endangered snow leopard Panthera uncia is sparsely distributed throughout the rugged mountains in Asia.
Its habit of preying on livestock poses a main challenge to management. In the remote Phu valley in northern Nepal, we obtained reliable information on livestock losses and estimated predator abundance and diet composition from DNA analysis and prey remains in scats. The annual diet consisted of 42%livestock. Among the wild prey, bharal (blue sheep/ naur) Pseudois nayaur was by far the most common species (92%). Two independent abundance estimates suggested that there were six snow leopards in the valley during the course of our study. On average, each snow leopard killed about one livestock individual and two bharal permonth. Predation loss of livestock estimated fromprey remains in scats was 3.9%, which was in concordance with village records (4.0%). From a total count of bharal, the only large natural prey in the area and occurring at a density of 8.4 animals/km2 or about half the density of livestock, snow leopards were estimated to harvest 15.1% of the population annually. This predation rate approaches the natural, inherent recruitment rate of this species; in Phu the proportion of kids was estimated at 18.4%. High livestock losses have created a hostile attitude against the snow leopard and mitigation measures are needed. Among innovative management schemes now being implemented throughout the species’ range, compensation and insurance programmes coupled with other incentive measures are encouraged, rather than measures to reduce the snow leopard’s access to livestock. In areas like the Phu valley, where the natural prey base consists mainly of one ungulate species that is already heavily preyed upon, the latter approach, if implemented, will lead to increased predation on this prey, which over time may suppress numbers of both prey and predator. |

Abstract: While the world is becoming increasingly interconnected and interdependent, physically and culturally, the wildlife of remote mountain regions is being affected both positively and negatively by such interconnectedness. In the case of snow leopards, the conservation impact has been largely, and rather unexpectedly, positive: Species-focused conservation projects, such as Project Snow Leopard (PSL) in
Gilgit-Baltistan, remain mainly externally driven initiatives. PSL, initiated as a small pilot project in 1998, has relied on an approach that includes the use of an insurance scheme, the deployment of mitigation measures, and the empowerment of local governance. This approach has been successful in reducing the conflict with snow leopards and has built greater tolerance toward them. PSL is managed by local communities and cofinanced by them. PSL communities throughout the region are bearing the burden of carnivore conservation, and they are unwittingly subsidizing their populations by ‘‘feeding’’ them their livestock even though they are an economic threat to them. In this article, we argue that external intervention in the form of efforts that help alleviate the consequences of conflict through local empowerment have had a positive impact on the local mountain societies. We also show that such interventions have resulted in tangible conservation results, with the number of snow leopards staying at least stable. Our experience also shows that while the incentive component is critical, it is also part of a larger approach—one that includes developing and supporting local governance structures, improving access to education, and offering a range of tools to reduce the conflict that can be implemented locally. Finally, we suggest that investing in this approach— one that recognizes the species and local-context complexities surrounding the implementation of conservation incentives—can continue to inform international practices and guidelines for reducing human–wildlife conflicts worldwide. Abstract: Phoo village in the Annapurna Conservation Area (ACA) in Nepal is located at 4,052 m als physically
in the central north of the country. Livestock keeping is the main activity of the people for making a living amidst a conflict with snow leopard (Uncia uncia). Each year snow leopard kills a number of livestock resulting significant economic losses for the poor people living in this remote area. Unless the people – snow leopard conflict is well understood and appropriate conflict management activities are implemented, the long run co-existence between people and snow leopard – especially the existence of snow leopard in this part of the world -will be in question. This has now become an utmost important as the aspiration of the people for economic development has risen significantly and the area has been opened to tourism since spring 2002. In addition to this, the globalisation process has directly and indirectly affected the traditional resource management practices and co-existence strategies of many traditional societies including Phoo. The livestock depredation for 3 years (2001 – 2004) by snow leopard was studied by interviewing the herders to understand the responsible and specific bio-physical and socio-economic factors. The study revealed that goats are most depredated species followed by sheep. Winter months (January – April) and winter pastures are most vulnerable to snow leopard predation. Presence of bushes, forest and boulders make good hides for snow leopard resulting into high depredation. The study also showed that a lax animal guarding system was significantly responsible for high livestock depredation by snow leopard. The study showed that improvement in livestock guarding system should be adopted as the most important activity. However despite the importance of livestock in the economy of Phoo it is still not well understood why the herders neglect for proper livestock guarding. This requires further study. Proper guarding system is required especially in winter season in winter pastures. It is also suggested that there should be changes in the composition of livestock species by promoting more yaks and discouraging or minimising goats. Yaks and large animals are less depredated and small animals like goats and sheep are highly depredated by snow leopard. A trend was also observed in Phoo village where there is an increase in the number of yaks and a decrease in the number of goats over last few years. This could be a management response of the herders to livestock depredation. Other protective measures of the livestock at the corrals have also been recommended including promotion of guard dogs and other measures. Since the area is opened for tourism, it is suggested that the tourism opportunity for the economic development of the area should be grasped so that the heavy dependence on livestock raising would be minimised. This will help minimise the number of human – snow leopard conflicts. Abstract: An increasing proportion of the world�s poor is rearing livestock today, and the global livestock population is growing. Livestock predation by large carnivores and their retaliatory
killing is becoming an economic and conservation concern. A common recommendation for carnivore conservation and for reducing predation on livestock is to increase wild prey populations based on the assumption that the carnivores will consume this alternative food. Livestock predation, however, could either reduce or intensify with increases in wild prey depending on prey choice and trends in carnivore abundance. We show that the extent of livestock predation by the endangered snow leopard Panthera uncia intensifies with increases in the density of wild ungulate prey, and subsequently stabilizes. We found that snow leopard density, estimated at seven sites, was a positive linear function of the density of wild ungulates�the preferred prey�and showed no discernible relationship with livestock density. We also found that modelled livestock predation increased with livestock density. Our results suggest that snow leopard conservation would benefit from an increase in wild ungulates, but that would intensify the problem of livestock predation for pastoralists. The potential benefits of increased wild prey abundance in reducing livestock predation can be overwhelmed by a resultant increase in snow leopard populations. Snow leopard conservation efforts aimed atfacilitating increases in wild prey must be accompanied by greater assistance for better livestock protection and offsetting the economic damage caused by carnivores. |
