Abstract: Livestock depredation by large carnivores is a global conservation challenge, and mitigation measures to reduce livestock losses are crucial for the coexistence of large carnivores and people. Various measures are employed to reduce livestock depredation but their effectiveness has rarely been tested. In this study, we tested the effectiveness of tall fences to reduce livestock losses to snow leopards Panthera uncia and wolves Canis lupus at night-time corrals at the winter camps of livestock herders in the Tost Mountains in southern Mongolia. Self-reported livestock losses at the fenced corrals were reduced from a mean loss of 3.9 goats and sheep per family and winter prior to the study to zero losses in the two winters of the study. In contrast, self-reported livestock losses in winter pastures, and during the rest of the year, when herders used different camps, remained high, which indicates that livestock losses were reduced because of the fences, not because of temporal variation in predation pressure. Herder attitudes towards snow leopards were positive and remained positive during the study, whereas attitudes towards wolves, which attacked livestock also in summer when herders moved out on the steppes, were negative and worsened during the study. This study showed that tall fences can be very effective at reducing night-time losses at corrals and we conclude that fences can be an important tool for snow leopard conservation and for facilitating the coexistence of snow leopards and people.

Abstract: The Vulnerable snow leopard Panthera uncia experiences
persecution across its habitat in Central Asia, particularly from herders because of livestock losses. Given the popularity of snow leopards worldwide, transferring some of the value attributed by the international community to these predators may secure funds and support for their conservation. We administered contingent valuation surveys to  international visitors to the Annapurna Conservation Area, Nepal, between May and June , to determine their willingness to pay a fee to support the implementation of a Snow Leopard Conservation Action Plan. Of the %of visitors who stated they would pay a snow leopard conservation fee in addition to the existing entry fee, the mean amount that they were willing to pay was USD  per trip. The logit regression model showed that the bid amount, the level of support for implementing the Action Plan, and the number of days spent in the Conservation Area were significant predictors of visitors’ willingness to pay. The main reasons stated by visitors for their willingness to pay were a desire to protect the environment and an affordable fee. A major reason for visitors’ unwillingness to pay was that the proposed conservation fee was too expensive for them. This study represents the first application of economic valuation to snow leopards, and is relevant to the conservation of threatened species in the Annapurna Conservation Area and elsewhere. |

Abstract: The enchanting state of Uttaranchal, carved out of Uttar Pradesh on 9th November 2000, has a total area of ca. 53,485 km2 with a population density of 160 persons/ km2, much lower than the national average of 324/km2. This young state can take pride in the fact that 13.42% of its area is under protected areas. The state has varied landscapes: snow-capped and conifer forest covered mountains in the north, forest covered foothills with numerous perennial rivers and streams, locally known as the bhabar tract which includes the Himalayan foothills and the Shivalik range. As a result, the land is home to a variety of fascinating wildlife such as the golden mahseer (Tor putitora), king cobra (Ophiophagus hanna), Himalayan monal (Lophophorus impejanus), great hornbill (Buceros bicornis), Himalayan tahr (Hemitragus jemlahicus), bharal (Pseudois nayaur), Himalayan musk deer (Moschus chrysogaster), goral (Nemorhaedus goral), elephant (Elephas maximus), snow leopard (Panthera uncia), leopard (P. pardus), black bear (Ursus thibetanus), and tiger (P. tigris). All across their range, most of these species are endangered. The potential of this state, with about 800 kilometers of riverine habitat, can only be surpassed by Arunachal Pradesh in terms of golden mahseer conservation. The mountains, bedecked with the scarlet flowers of rhododendron (Rhododendron arboreum) in the summer months, can be a veritable home to many forms of pheasants, mountain ungulates and carnivores, provided poaching for trade is eliminated and hunting for the pot is brought under control. The bhabar forests of this state, ca. 7,500 km2, extending between Yamuna and Sharda rivers (Fig. 1.), can easily support a population of about 1000 elephants and 200 tigers as long as this large habitat, now fragmented in three blocks, is managed and protected as one continuous habitat for wildlife. Six villages, gujjar settlements and encroachments need to be moved away from the main wildlife habitat which goes along the bhabar tract. Although the conservation of these habitats can eventually bring in immense benefits through well-planned ecotourism programmes that are rapidly catching up in the state, initial conservation efforts would need a substantial amount of funds.

Abstract: While the world is becoming increasingly interconnected and interdependent, physically and culturally, the wildlife of remote mountain regions is being affected both positively and negatively by such interconnectedness. In the case of snow leopards, the conservation impact has been largely, and rather unexpectedly, positive: Species-focused conservation projects, such as Project Snow Leopard (PSL) in
Gilgit-Baltistan, remain mainly externally driven initiatives. PSL, initiated as a small pilot project in 1998, has relied on an approach that includes the use of an insurance scheme, the deployment of mitigation measures, and the empowerment of local governance. This approach has been successful in reducing the conflict with snow leopards and has built greater tolerance toward them. PSL is managed by local communities and cofinanced by them. PSL communities throughout the region are bearing the burden of carnivore conservation, and they are unwittingly subsidizing their populations by ‘‘feeding’’ them their livestock even though they are an economic threat to them. In this article, we argue that external intervention in the form of efforts that help alleviate the consequences of conflict through local empowerment have had a positive impact on the local mountain societies. We also show that such interventions have resulted in tangible conservation results, with the number of snow leopards staying at least stable. Our experience also shows that while the incentive component is critical, it is also part of a larger approach—one that includes developing and supporting local governance structures, improving access to education, and offering a range of tools to reduce the conflict that can be implemented locally. Finally, we suggest that investing in this approach— one that recognizes the species and local-context complexities surrounding the implementation of conservation incentives—can continue to inform international practices and guidelines for reducing human–wildlife conflicts worldwide. Like the Siberian Tiger, the Far Eastern Leopard is one of China's largest Felidae and lives mainly in the eastern mountains of Jilin Province. The number of leopards is very low and it is even more endangered than the tiger. There is a very close relationship between leopard and tiger conservation, especially in areas where overlap occurs. In these areas, special emphasis has to be placed on each of the species' specific conservation needs. There is urgent need to step up our efforts to study and monitor leopard populations and to develop a conservation strategy. This document contains information of the status and main threats of the Far Eastern leopard and makes recommendations on needed conservation measures. |

Abstract: Pastoralists and their livestock share much of the habitat of the snow leopard (Uncia uncia) across south and central Asia. The levels of livestock predation by the snow leopard and other carnivores are high, and retaliatory killing by the herders is a direct threat to carnivore populations. Depletion of wild prey by poaching and competition from livestock also poses an indirect threat to the region's carnivores. Conservationists working in these underdeveloped areas that face serious economic damage from livestock losses have turned to incentive programs to motivate local communities to protect carnivores. We describe a pilot incentive program in India that aims to offset losses due to livestock predation and to enhance wild prey density by creating livestock-free areas on common land. We also describe how income generation from handicrafts in Mongolia is helping curtail poaching and retaliatory killing of snow leopards. However, initiatives to offset the costs of living with carnivores and to make conservation beneficial to affected people have thus far been small, isolated, and heavily subsidized. Making these initiatives more comprehensive, expanding their coverage, and internalizing their costs are future challenged for the conservation of large carnivores such as the snow leopard.

Koshkarev E. (2000). What has happened to the snow leopard after the break-up of Soviet Union? (Vol. 4 (19)).
Abstract: It describes status of snow leopard in republics of the former Soviet Union, main reasons for poaching and negative and positive experience on species conservation. The total number of snow leopard in Kyrgyzstan and Tajikistan in the 1980's was at least 1200-1400. In Kazakhstan the snow leopard population totaled 180-200, in Uzbekistan around 100, and in Russia 150-200. The number and natural habitat of the species were in universal decline. Losses in Kyrgyzstan from poaching alone were no less than 30 animals per year in 1960-1980's. During this period the population in this area decreased by half, and the natural habitat by one third. With the break-up of the Soviet Union, poaching of the snow leopard and its pray grew by at least a factor of 3-4. It was estimated that 500-600 animals reduced the Kyrgyz snow leopard population in the 1990's. The population that remains today can barely be more than 150-200 individual snow leopards. The population has been physically decimated. Number of snow leopard in existence today in the former Soviet Union does not exceed 700-900 individual animals.

Abstract: In 1980-s, in Central Asia there were 1,500-1,700 snow leopards: 800-900 in Kyrgyzstan, 500 in Tajikistan, 200 in Kazakhstan, and 100 in Uzbekistan. During the last century the number of snow leopard was constantly decreasing, though a its drastic reduction was observed after the collapse of the Soviet Union because of increased poaching for snow leopard and its objects of prey. The highest level of poaching was observed to occur in Kyrgyzstan. Kyrgyzstan's population of snow leopard reduced to 200 animals. A decrease of snow leopard number in other parts of its habitat with less intense hunting (Kazakhstan, Uzbekistan, south-west Kyrgyzstan) was mostly because of depletion of food resources (population of ungulates reduced five eight times). The reasons are corruption and unemployment. In order to improve the situation it is required to improve regulatory framework and replicate existing positive experience in economic motivation of nature protection activities.
