Abstract |
This program was drawn up at the invitation of the Chief Wildlife Warden of the State of Jammu and Kashmir, Mir Inayat Ullah, following joint survey work and discussions held over the period 1980-86. The recomendations have been accepted and will be incorporated into Department of Wildlife Protection policy. The aim of the program is the long term conservation of the snow leopard on a self sustaining basis throughout the state. Two basic assumptions underlie the program: (1) The snow leopard cannot be protected in isolation, but only in the context of conservation of the environment as a whole, and (2) To be most effective, any long term plan needs the cooperation of local people and must take into account their needs and traditional rights. |

Abstract |
Buffer zones have been used as part of larger integrated conservation development programs to provide the benefits of ecological buffering of protected areas and socioeconomic buffering of neighboring communities. The authors explore the legal and managerial development of buffer zones internationally and with the passage of a conservation amendment in Nepal. A review of Nepal's buffer zone policies and several ongoing projects shows that there are several potential inherent problems. As written, regulations tend to expand the authority of the state by imposing restrictions in populated areas formerly not under control of park officials. Some participatory rights are provided to citizens, but management authority largely remains top down from the standpoint of local users. The authors question whether the managerial and research capacities exist to monitor buffer zones for their effectiveness both for conservation and development purposes and make several recommendations to improve implementation. |

Abstract |
Snow leopards occur near the snow line in northern Pakistan in the districts of Swat, Dir and Chitral of the Northwest Frontier Province (NWFP), Muzaffarabad district in Azad Kashmir and Gilgit and Baltistan districts in the Northern Areas. Although a number of protected areas are present in the form of national parks, wildlife sanctuaries and game reserves (Table 1) where legal protection is available to all wildlife species, including snow leopards, the status of this endangered species is not improving satisfactorily. The reasons are many and range from direct persecution by livestock owners to the less than strict management of protected areas.
Because of remote and inaccessible locations and lack of proper communication with local communities, government officials and nongovernmental organizations (NGOs) concerned with conservation find it difficult to obtain statistics on mortality of snow leopards. However, the killing of snow leopards is not uncommon. Because of the close and long-term association between local villagers and snow leopards, it is only through the support and cooperation of these peoples that protection of this endangered species can be assured against most of the existing threats. The effects of such cooperation has been clearly shown through some of the conservation projects of World Wildlife Fund (WWF) – Pakistan. Details of such projects and certain lessons that can be learned from these and similar projects are discussed in this paper. |
