Abstract |
Conservation geneticists apply genetic theory and techniques to preserve endangered species as dynamic entities, capable of coping with environmental change and thus minimizing their risk of extinction. Snow leopards are an umbrella species of High Asia, and a keystone for maintaining biodiversity within this fragile ecosystem. A clear understanding of patterns of snow leopard genetic diversity is critical for guiding conservation initiatives that will ensure their long-term persistence. Yet, a comprehensive analysis of snow leopard genetic variation is lacking. The number of published snow leopard genetic studies is far fewer than for other imperiled big cats. Here, I review the limited genetic work to date on snow leopards and the significant knowledge gaps to be filled. An emphasis must be placed on describing and understanding population genetic dynamics within and among meta-populations to provide information about the interactions between landscapes and the micro-evolutionary processes of gene flow and genetic drift. These results can be used to evaluate the levels and dynamics of genetic and demographic connectivity. A lack of connectivity, particularly in the low density, small populations that typify snow leopards, can lead to multiple demographic and genetic consequences, including inbreeding depression, loss of adaptive potential, and heightened susceptibility to demographic and environmental stochasticity. New efforts in conservation research on snow leopards should focus on this line of inquiry, and the opportunities and challenges for that are outlined and discussed to encourage the required, and considerable, transboundary partnerships and collaborations needed to be successful. |

Under a joint Decision No: 102/132 by Minister of Justice and Internal Affairs (Ts. Munkh-orgil) and Minister of Nature and Environment (G. Shiilegdamba) dated on April 03, 2008 (Annex1), mobile training “Increased Participation of Law Enforcement Agencies in Reduction of Illegal Wildlife Product Trade” for law enforcement agencies was organized with WWF funding on 11-25 April, 2008. Training was organized in border points in Borshoo in Uvs Aimag, Tsagaan Nuur of Bayan-ulgii Aimag, Yarant in Khovd Aimag and Burgastai in Govi-altai Aimag. This mobile training was jointly organized by the Crime Prevention Coordination Council of the Ministry of Justice and Internal Affairs, the Frontier Defense Department of Frontier Troop Headquarter Management Board of General Office of Frontier Inspection of General Office of Frontier Defense, the State Frontier Specialized Agency at the SSIA, the General Police Office, University of Customs Economics, and Mongolian National Committee of CITES, WWF Mongolia, local office (Uvs Aimag) of Community based Biodiversity Conservation of Altai Sayan Eco-Region Project, and anti-poaching team “Ireves”. Overall, training was focused on how to detect and arrest illegal network of wildlife and its product trades, how to take preventive measures from such illegal actions, and how the law enforcement agencies should cooperate. While trainers tried to teach the topics in simple and clear understandable ways as much as possible, trainees endeavored how to get common understanding on the aspects and assist in decision making concerning the respective illegal actions.
This report entirely covers the results of training on increased participation of law enforcement agencies, particularly the law enforcement agencies operating in the vicinity of State border areas in reduction and elimination of illegal wildlife and its products. As a campaign “Prevention from environmental violations” was announced in April, 2008, some other public events e.g. workshops and seminars, and open forum discussions on national television were jointly organized with local offices of the National Committee of Crime Prevention in the Uvs, Khovd, and Govi-altai Aimags, where training was held. Training organized at the State border points (4) abovementioned was attended by over 120 individuals and workshops and discussions held in Uvs, Khovd, Bayan-ulgii and Govi-altai Aimags were attended by about 110 participants. One of advantages of training and discussions was that they were open to multiple parties/stakeholders and enabled them to learn more and exchange their views/opinions as well as cooperate. |

In training held on 21-28 December of 2007 were attended 5 people in total: 2 members of Uureg community and 3 members of Argalt-kharig community of Sagil soum.
The training on processing wool and producing felt organized everyday between 08.15 and 22.00 and started in time as it was planned. During the training the members of two communities actively participated and did class work well. |

Abstract |
Background: The order Carnivora is well represented in India, with 58 of the 250 species found globally, occurring here. However, small carnivores figure very poorly in research and conservation policies in India. This is mainly due to
the dearth of tested and standardized techniques that are both cost effective and conducive to small carnivore studies in the field. In this paper we present a non-invasive genetic technique standardized for the study of Indian felids and canids with the use of PCR amplification and restriction enzyme digestion of scat collected in the field.
Findings: Using existing sequences of felids and canids from GenBank, we designed primers from the 16S rRNA region of the mitochondrial genome and tested these on ten species of felids and five canids. We selected restriction enzymes that would cut the selected region differentially for various species within each family. We produced a restriction digestion profile for the potential differentiation of species based on fragment patterns. To test our technique, we used felid PCR primers on scats collected from various habitats in India, representing varied environmental conditions. Amplification success with field collected scats was 52%, while 86% of the products used for restriction digestion could be accurately assigned to species. We verified this through sequencing. A comparison of costs across the various techniques currently used for scat assignment showed that this technique was the most practical and cost effective.
Conclusions: The species-specific key developed in this paper provides a means for detailed investigations in the future that focus on elusive carnivores in India and this approach provides a model for other studies in areas of Asia
where many small carnivores co-occur. |

La panthère des neiges (Uncia uncia) est un grand félin des régions montagneuses d’Asie Centrale. Elle est menacée par le braconnage et la fragmentation de son habitat. L’impact de la prédation des panthères des neiges sur le bétail a été
étudié en Mongolie. Les recherches ont porté sur la dynamique des troupeaux domestiques, l’importance numérique et financière des pertes ainsi que la perception des panthères par les éleveurs. Les panthères s’attaquent le plus souvent à des animaux de grande taille mais les éleveurs restent en majorité favorables à leur protection. Pour concilier conservation de ce prédateur et attente des communautés pastorales, un projet dénommé IRBIS ENTERPRISES a été créé. Un mécanisme assure des revenus supplémentaires aux éleveurs par la vente de produits issus du bétail en échange d’une protection total des panthères et
de leurs proies. |

IN January 2009, the Ministry of Environment and Forests launched an ambitious conservation programme called Project Snow Leopard for the Indian high altitude areas. This was a unique endeavour that was catalyzed by a voluntary organization, with active participation of the five Himalayan state governments, the ministry and a select group of organizations and individuals in a consultative process which lasted close to four years. Given, however, a good representation of wildlife protected areas in the high altitudes (over 9% for the Trans Himalaya), the question is why was such a scheme required; what were the attributes of the region that necessitated an alternative strategy? This article discusses the salient features of the snow leopard initiative and the challenges ahead. |
