Abstract: Human-wildlife conflict (HWC) is a serious problem in many parts of the world, and Bhutan�s Wangchuck Centennial
National Park (WCNP) is no exception. Located in the remote alpine areas of the eastern Himalaya, wildlife species such as snow leopard (SL) and Tibetan wolf (TW) are reported to kill livestock in many parts of the Park. Such depredation is believed to have affected the livelihoods of high-altitude herding communities, resulting in conflicts between them. This study provides analysis on the extent of livestock depredation by wildlife predators such as SL and TW and examines its implications for the livelihoods of herding communities of Choekhortoe and Dhur regions of WCNP. Using semi-structured questionnaires, all herders (n = 38) in the study area were interviewed. The questions pertained to livestock population, frequency of depredation and income lost due to depredation in the last five years from 2012 to 2016. This study recorded 2,815 livestock heads in the study area, with an average herd size of 74.1 stock. The average herd size holding showed a decreasing trend over the years, and one of the reasons cited by the herders is depredation by SL and TW and other predators. This loss equated to an average annual financial loss equivalent to 10.2% (US$837) of their total per capita cash income. Such losses have resulted in negative impacts on herders� livelihood; e.g. six herders (2012-2016) even stopped rearing livestock and resorted to an alternate source of cash income. The livestock intensification programmes, including pasture improvement through allowing controlled burning, and financial compensation, may be some potential short-term solutions to reduce conflict between herders and predators. Issuing permits for cordyceps (Ophiocordyceps sinensis) collection only to the herders and instilling the sense of stewardship to highland herders may be one of the long-term solutions. |

Bhatnagar, Y. V. (2008). Relocation from wildlife reserves in the Greater and Trans-Himalayas: Is it necessary? (Vol. 6).
Abstract: The Greater and Trans-Himalayan tracts are cold deserts that have severe seasonal and resource scarce environments. Covering the bulk of Indian Himalayas, they are a rich repository of biodiversity values and ecosystem services. The region has a large protected area (PA) network which has not been completely effective in conserving these unique values. The human population densities are much lower (usually < 1 per sq km) than in most other parts of the country (over 300 to a sq km). However, even such small populations can come into conflict with strict PA laws that demand large inviolate areas, which can mainly be achieved through relocation of the scattered settlements. In this paper, I reason that in this landscape relocation is not a tenable strategy for conservation due to a variety of reasons. The primary ones are that wildlife, including highly endangered ones are pervasive in the larger landscape (unlike the habitat 'islands' of the forested ecosystems) and existing large PAs usually encompass only a small proportion of this range. Similarly, traditional use by people for marginal cultivation, biomass extraction and pastoralism is also as pervasive in this landscape. There does exist pockets of conflict and these are probably increasing owing to a variety of changes relating to modernisation. However, scarce resources, the lack of alternatives and the traditional practice of clear-cut division of all usable areas and pastures between communities make resettlement of people outside PAs extremely difficult. It is reasoned that given the widespread nature of the wildlife and pockets of relatively high density, it is important to prioritise these smaller areas for conservation in a scenario where they form a mosaic of small 'cores' that are more effectively maintained with local support and that enable wildlife to persist. These ideas have recently gained widespread acceptance in both government and conservation circles and may soon become part of national strategy for these areas.

Abstract: The International Snow Leopard Trust (ISLT) is a nonprofit environmental organization dedicated to the conservation of the endangered snow leopard and its mountain ecosystem through a balanced approach that considers the needs of the local people and the environment. As such, we wish to stress that the ISLT does not have a position regarding the present conflict in Afghanistan. However, this organization believes that there are important repercussions regarding this conflict that have yet to be addressed in the media, within government circles, or among the public. This report documents some of these repercussions so that they may be included in the present dialog.

Abstract: In 2001 the King Mahendra Trust for Nature Conservation (KMTNC), Annapurna Conservation Area (ACAP), Snow Leopard Conservancy (SLC) and WWF-Nepal initiated a collaborative project aimed at enhancing ecotourism in the Manang area, in ways that strengthen benefits to local communities while also protecting the environment and the local culture. Manang is known for its relatively dense snow leopard population, along with supporting good numbers of blue sheep, the endangered cat's principal prey through much of the Himalaya. However, snow leopards periodically kill many livestock, leading to retributive killing by herders along with other associated people-wildlife conflict. In order to encourage the local people to better co-exist with snow leopards and other wildlife, SLC, WWF-Nepal and ACAP agreed to explore ways of providing tourism benefits to local communities as an incentive to protect this rare predator and conserve its alpine habitat. Key in this regard is the possibility of developing locally guided nature treks, and accordingly, this survey was conducted in order to assess existing market opportunities and constraints to such ecotourism enterprise.

The main content of the paper includes: wildlife trade survey methods, a history of wildlife trade in Mongolia, wildlife take and trade today, enabling wildlife management, and recommendations and priority actions. The recommendations have been divided into six separate sections, including (1) cross-cutting recommendations, (2) international trade enforcement, (3) domestic trade enforcement, (4) hunting management, (5) trophy and sport hunting management, and (6) community-based approaches. Each section identifies short-term, long-term, and regulatory goals in order of priority within each subsection.

ud Din, J. (2008). Assessing the Status of Snow Leopard in Torkhow Valley, District Chitral, Pakistan: Final Technical Report.
Abstract: This study was aimed at assessing the status of Snow leopard, its major prey base, and the extent of human-Snow leopard conflict and major threats to the wildlife in north Chitral (Torkhow valley) Pakistan. Snow leopard occurrence was conformed through sign transect surveys i.e. SLIMS. Based on the data collected the number of Snow leopards in this survey block (1022 Kmý) is estimated to be 2-3 animals. Comparing this estimate with the available data from other parts of the district the population of snow leopard in Chitral district was count to be 36 animals. Livestock depredation reports collected from the area reflect the existence of human-snow leopard conflict and 138 cases were recorded affecting 102 families (in a period of eight years, 2001-2008). Ungulates (Himalayan Ibex) rut season surveys were conducted in coordination with NWFP Wildlife department. A total of 429 animals were counted using direct count (point method) surveys. Other snow leopard prey species recorded include marmot, hare, and game birds. Signs of other carnivores i.e. wolf, jackal, and fox were also noticed. Major threats to the survival of wildlife especially snow leopard reckoned include retaliatory killing (Shooting, Poisoning), poaching, loss of natural prey, habitat degradation (over grazing, fodder and fuel wood collection), lack of awareness, and over population. GIS map of the study area was developed highlighting the area searched for Snow leopard and its prey species. Capacity of the Wildlife Department staff was built in conducting SLIMS and ungulate surveys through class room and on field training. Awareness regarding the importance of wildlife conservation was highlighted to the students, teachers and general community through lectures and distribution of resource materials developed by WWF-Pakistan.

Abstract: Conservation of the snow leopard (Panthera uncia) is challenging because of its threatened status and increase in human-snow leopard conflict (HSC). The area of occupancy of the snow leopard comprises mountainous regions of Asia that are confronted with various environmental pressures including climate change. HSCs have increased with a burgeoning human population and economic activities that enhance competition between human and snow leopard or its preys. Here we systematically review the peer-reviewed literature from 1994 to 2018 in Web of Science, Google Scholar, Science Direct and PubMed (30 articles), to evaluate the current state of scholarship about HSCs and their management. We determine: 1) the spatio-temporal distribution of relevant researches; 2) the methodologies to assess HSCs; 3) and evaluate existing interventions for conflict management; and 4) the potential options for HSC management. The aim of the current study is thus to identify key research gaps and future research requirements. Of the articles in this review, 60% evaluated the mitigation of HSCs, while only 37% provided actionable and decisive results. Compensation programs and livestock management strategies had high success rates for mitigating HSCs through direct or community-managed interventions. Further research is required to evaluate the efficacy of existing HSC mitigation strategies, many of which, while recommended, lack proper support. In spite of the progress made in HSC studies, research is needed to examine ecological and sociocultural context of HSCs. We suggest future work focus on rangeland management for HSC mitigation, thus ultimately fostering a co-existence between human and snow leopard.

Abstract: Among large predators, snow leopards (Panthera uncia) and co-predators (e.g., wolves
Canis lupus, lynx Lynx lynx) often cause economic losses, engendering animosity from local communities in the mountain ecosystem across south and central Asia (Din et al., 2017; Jackson & Lama, 2016; Maheshwari, Takpa, Kujur, & Shawl, 2010; Schaller, 2012). These economic losses range from around US $50 to nearly $300 per household, a significant sum given per capita annual incomes of $250 – $400 (Jackson & Wangchuk, 2004; Mishra, 1997). Recent efforts such as improved livestock husbandry practices (predator-proof livestock corrals – closed night shelters with covered roof with wiremesh and a closely fitting iron or wooden door that can be securely locked at night) and community-based ecotourism (e.g., home stays, guides, porters, pack animals, campsites) are providing alternative livelihood opportunities and mitigating large carnivores – human conflict in the snow leopard habitats (Hanson, Schutgens, & Baral, 2018; Jackson, 2015; Jackson & Lama, 2016; Vannelli, Hampton, Namgail, & Black, 2019). Snow leopard-based ecotourism provides an opportunity to secure livelihoods and reduce poverty of the communities living in ecotourism sites across Ladakh (Chandola, 2012; Jackson, 2015). To understand the role of snow leopard-based ecotourism in uplifting the financial profile of local communities, mitigating large carnivore – human conflict and eventually changing attitudes towards large carnivores in Hemis National Park, Ladakh, India, we compared the estimated financial gains of a snow leopard-based ecotourism to stated livestock predation losses by snow leopards and wolves. Underwood, R. (2013). The snow leopard, and its association with the dawn of wildlife management in India. (pp. 1–10).
Abstract: As part of a project looking at the history of ‘colonial forestry’ I have been studying forest and land management in India during the period from about 1860 to 1920. The subject is of interest because the forest conservation policies and management practices developed in India at that time later became a template for early forest policies and practices in Australia (where I have worked nearly all of my life as a forester), New Zealand, South Africa and the United States of America.
An unexpected outcome of my research was to find that 19th and early 20th century Indian foresters were also deeply concerned about Indian wildlife, and that in their published writings on this issue can be discerned some of the earliest concepts of professional wildlife management. The outcome was unexpected because a notable aspect of forestry in India in the 19th century was the widespread love of hunting wild animals, or shikar, amongst officers of the Indian Forest Service. Sometimes this was done in the line of duty, a forester being called out to dispatch a rogue elephant or a man-eating tiger. But hunting was also regarded by many (especially those who had transferred from the Army into the Forest Service) as a sport, a contest between man and beast. And despite his firepower, it was a contest in which 19th century man did not always come out on top. |

Abstract: Livestock depredation by the endangered snow leopard (Panthera uncia) _is an increasingly contentious issue in Himalayan villages, especially in or near protected areas. Mass attacks in which as many as 100 sheep and goats are killed in a single incident inevitably result in retaliation by local villagers. This article describes a community-based conservation initiative to address this problem in Hemis National Park, India. Human-wildlife conflict is alleviated by predator-proofing villagers' nighttime livestock pens and by enhancing household incomes in environmentally sensitive and culturally compatible ways. The authors have found that the highly participatory strategy described here (Appreciative Participatory Planning and Action-APPA) leads to a sense of project ownership by local stakeholders, communal empowerment, self-reliance, and willingness to co-exist with
snow leopards. Abstract: Poaching in Russia has been reported to be of catastrophic proportions and threatens
maintenance of biodiversity. Management of game species has stabilized some numbers, but both endangered species listed in the Russian Red Book and animals traditionally viewed as hunting prey are diminishing in some regions. Rank-and-file hunters, increasingly shut off from access to hunting grounds, have expressed a negative reaction to new hunting regulations adopted by the Russian government in 2012. While high-profile poaching incidents by so-called “VIP hunters” do not apparently make up a large portion of cases, the symbolism of the alleged crimes has a derogatory impact on ordinary hunters because lawlessness is reinforced by perceptions of impunity for elite poachers. Abstract: Kyrgyzstan is a land of towering mountains, glaciers, rushing streams, wildflowercovered meadows, forests, snow leopards, soaring eagles, and yurt-dwelling nomads. The entire nation lies astride the Tian Shan1, Chinese for “Heavenly Mountains”, one of the world's highest mountain ranges, which is 7439 m (24,400 ft) in elevation at its highest point. The nation is the second smallest of the former Soviet Central Asian republics. In
spite of Kyrgyzstan's diverse wildlife and stunning natural beauty, the nation remains little known, and, as yet, still on the frontier of international conservation efforts. The following report is the product of 12 months of research into the state of conservation and land-use in Kyrgyzstan. This effort was funded by the Fulbright Commission of the U.S. State Department, and represents the most recent findings of the author's personal environmental journey through Inner Asia, which began in 1999. When I first started my preliminary research for this project, I was extremely surprised to learn that, even though the Tian Shan Range has tremendous ecological significance for conservation efforts in middle Asia, there wasn't a single major international conservation organization with an office in the former Soviet Central Asian republics. Even more surprising was how little awareness there is of conservation issues in the Tian Shan region amongst conservation workers in neighboring areas who are attempting to preserve similar species assemblages and ecosystems to those found in the Tian Shan. Given this lack of awareness, and the great potential for the international community to make a positive contribution towards improving the current state of biodiversity conservation in Kyrgyzstan and Central Asia, I have summarized my findings on protected areas and conservation in Kyrgyzstan and the Tian Shan of Kazakhstan, Uzbekistan, and Xinjiang in the chapters below. The report begins with some brief background information on geography and society in the Kyrgyz Republic, followed by an overview of biodiversity and the state of conservation in the nation, which at the present time closely parallels the state of conservation in the other former Soviet Central Asian republics. Part IV of the report provides a catalog of all major protected areas in Kyrgyzstan and the other Tian Shan nations, followed by a list of sites in Kyrgyzstan that are as yet unprotected but merit protection. In the appendices the reader will find fairly comprehensive species lists of flora and fauna found in the Kyrgyz Republic, including lists of mammals, birds, fish, reptiles, amphibians, trees and shrubs, wildflowers, and endemic plants. In addition, a draft paper on the history and current practice of pastoral nomadism in Kyrgyzstan has been included in Appendix A. While the research emphasis for this study was on eastern Kyrgyzstan, over the course of the study the author did have the opportunity to make brief journeys to southern Kyrgyzstan, Uzbekistan, Kazakhstan, and Xinjiang. While falling short of being a definitive survey of protected areas of the Tian Shan, the informational review which follows is the first attempt at bringing the details of conservation efforts throughout the entire Tian Shan Range together in one place. It is hoped that this summary of biodiversity and conservation in the Tian Shan will generate interest in the region amongst conservationists, and help increase efforts to protect this surprisingly unknown range that forms an island of meadows, rivers, lakes, and forests in the arid heart of Asia. Shrestha, B. (2008). Prey Abundance and Prey Selection by Snow Leopard (uncia uncia) in the Sagarmatha (Mt. Everest) National Park, Nepal.
Abstract: Predators have significant ecological impacts on the region's prey-predator dynamic and community structure through their numbers and prey selection. During April-December 2007, I conducted a research in Sagarmatha (Mt. Everest) National Park (SNP) to: i) explore population status and density of wild prey species; Himalayan tahr, musk deer and game birds, ii) investigate diet of the snow leopard and to estimate prey selection by snow leopard, iii) identify the pattern of livestock depredation by snow leopard, its mitigation, and raise awareness through outreach program, and identify the challenge and opportunities on conservation snow leopard and its co-existence with wild ungulates and the human using the areas of the SNP. Methodology of my research included vantage points and regular monitoring from trails for Himalayan tahr, fixed line transect with belt drive method for musk deer and game birds, and microscopic hair identification in snow leopard's scat to investigate diet of snow leopard and to estimate prey selection. Based on available evidence and witness accounts of snow leopard attack on livestock, the patterns of livestock depredation were assessed. I obtained 201 sighting of Himalayan tahr (1760 individuals) and estimated 293 populations in post-parturient period (April-June), 394 in birth period (July -October) and 195 November- December) in rutting period. In average, ratio of male to females was ranged from 0.34 to 0.79 and ratio of kid to female was 0.21-0.35, and yearling to kid was 0.21- 0.47. The encounter rate for musk deer was 1.06 and density was 17.28/km2. For Himalayan monal, the encounter rate was 2.14 and density was 35.66/km2. I obtained 12 sighting of snow cock comprising 69 individual in Gokyo. The ratio of male to female was 1.18 and young to female was 2.18. Twelve species (8 species of wild and 4 species of domestic livestock) were identified in the 120 snow leopard scats examined. In average, snow leopard predated most frequently on Himalayan tahr and it was detected in 26.5% relative frequency of occurrence while occurred in 36.66% of all scats, then it was followed by musk deer (19.87%), yak (12.65%), cow (12.04%), dog (10.24%), unidentified mammal (3.61%), woolly hare (3.01%), rat sp. (2.4%), unidentified bird sp. (1.8%), pika (1.2%), and shrew (0.6%) (Table 5.8 ). Wild species were present in 58.99% of scats whereas domestic livestock with dog were present in 40.95% of scats. Snow leopard predated most frequently on wildlife species in three seasons; spring (61.62%), autumn (61.11%) and winter (65.51%), and most frequently on domestic species including dog in summer season (54.54%). In term of relative biomass consumed, in average, Himalayan tahr was the most important prey species contributed 26.27% of the biomass consumed. This was followed by yak (22.13%), cow (21.06%), musk deer (11.32%), horse (10.53%), wooly hare (1.09%), rat (0.29%), pika (0.14%) and shrew (0.07%). In average, domestic livestock including dog were contributed more biomass in the diet of snow leopard comprising 60.8% of the biomass consumed whilst the wild life species comprising 39.19%. The annual prey consumption by a snow leopard (based on 2 kg/day) was estimated to be three Himalayan tahr, seven musk deer, five wooly hare, four rat sp., two pika, one shrew and four livestock. In the present study, the highest frequency of attack was found during April to June and lowest to July to November. The day of rainy and cloudy was the more vulnerable to livestock depredation. Snow leopard attacks occurred were the highest at near escape cover such as shrub land and cliff. Both predation pressure on tahr and that on livestock suggest that the development of effective conservation strategies for two threatened species (predator and prey) depends on resolving conflicts between people and predators. Recently, direct control of free – ranging livestock, good husbandry and compensation to shepherds may reduce snow leopard – human conflict. In long term solution, the reintroduction of blue sheep at the higher altitudes could also “buffer” predation on livestock.

Conference organizers included Panthera, Wildlife Conservation Society (WCS), Snow Leopard Trust (SLT), Snow Leopard Network (SLN), and the Chinese Institute of Zoology.

Abstract: Conflicts between humans and snow leopards are documented across much of their overlapping distribution
in Central Asia. These conflicts manifest themselves primarily in the form of livestock depredation and the killing of snow leopards by local herders. This source of mortality to snow leopards is a key conservation concern. To investigate human-snow leopard conflicts in the Sanjiangyuan Region of the Tibetan Plateau, we conducted household interviews about local herders’ traditional use of snow leopard parts, livestock depredation, and overall attitudes towards snow leopards. We found most respondents (58%) knew that snow leopard parts had been used for traditional customs in the past, but they claimed not in the past two or three decades. It may be partly due to the issuing of the Protection of Wildlife Law in 1998 by the People’s Republic of China. Total livestock losses were damaging (US$ 6193 per household in the past 1 year), however snow leopards were blamed by herders for only a small proportion of those losses (10%), as compared to wolves (45%) and disease (42%). Correspondingly, the cultural images of snow leopards were neutral (78%) and positive (9%) on the whole. It seems that human-snow leopard conflict is not intense in this area. However, snow leopards could be implicated by the retaliatory killing of wolves. We recommend a multi-pronged conservation program that includes compensation, insurance programs, and training local veterinarians to reduce livestock losses. |
