Abstract |
Under a joint Decision No: 102/132 by Minister of Justice and Internal Affairs (Ts. Munkh-orgil) and Minister of Nature and Environment (G. Shiilegdamba) dated on April 03, 2008 (Annex1), mobile training “Increased Participation of Law Enforcement Agencies in Reduction of Illegal Wildlife Product Trade” for law enforcement agencies was organized with WWF funding on 11-25 April, 2008. Training was organized in border points in Borshoo in Uvs Aimag, Tsagaan Nuur of Bayan-ulgii Aimag, Yarant in Khovd Aimag and Burgastai in Govi-altai Aimag. This mobile training was jointly organized by the Crime Prevention Coordination Council of the Ministry of Justice and Internal Affairs, the Frontier Defense Department of Frontier Troop Headquarter Management Board of General Office of Frontier Inspection of General Office of Frontier Defense, the State Frontier Specialized Agency at the SSIA, the General Police Office, University of Customs Economics, and Mongolian National Committee of CITES, WWF Mongolia, local office (Uvs Aimag) of Community based Biodiversity Conservation of Altai Sayan Eco-Region Project, and anti-poaching team “Ireves”. Overall, training was focused on how to detect and arrest illegal network of wildlife and its product trades, how to take preventive measures from such illegal actions, and how the law enforcement agencies should cooperate. While trainers tried to teach the topics in simple and clear understandable ways as much as possible, trainees endeavored how to get common understanding on the aspects and assist in decision making concerning the respective illegal actions.
This report entirely covers the results of training on increased participation of law enforcement agencies, particularly the law enforcement agencies operating in the vicinity of State border areas in reduction and elimination of illegal wildlife and its products. As a campaign “Prevention from environmental violations” was announced in April, 2008, some other public events e.g. workshops and seminars, and open forum discussions on national television were jointly organized with local offices of the National Committee of Crime Prevention in the Uvs, Khovd, and Govi-altai Aimags, where training was held. Training organized at the State border points (4) abovementioned was attended by over 120 individuals and workshops and discussions held in Uvs, Khovd, Bayan-ulgii and Govi-altai Aimags were attended by about 110 participants. One of advantages of training and discussions was that they were open to multiple parties/stakeholders and enabled them to learn more and exchange their views/opinions as well as cooperate. |

Abstract |
This documents contains a review of the snow leopard's distribution, status and habitat in Mongolia, describes threats and conservation needs of the species, and outlines presently implemented actions. Five major threats are identified: 1) Poaching 2) loss of prey 3) degradation, fragmentation and loss of habitat 4) conflict with herders 5) lack of public awareness. Actions to mitigate the five major threats are recommended and future conservation priorities are set. |

Abstract |
Preliminary recommendations for the management of snow leopard and its prey are provided for the Langu Valley segment of the Shey-Pkoksundo National Park. Park-wide and country-wide conservation options and management recommendations await results of the surveys scheduled for 1987. The following management objectives are formulated: 1) Protection and ultimate restoration of all natural communities within the area 2) Special protection measures for snow leopard and musk deer (strict control of hunting and livestock grazing) 3) Secure natural resources around local villages 4) Respect traditional rights of villagers, while controlling high impact human activities 5) Secure cooperation of local people. These objectives are refined and recommendations for concrete conservation actions are made.

In 2006 and 2007, the authors conducted human-wildlife conflict surveys in the Tibet Autonomous Region’s (TAR) Shainza, Nyima, and Tsonyi Counties, located in the TAR’s remote Chang Tang region. At this time, prior knowledge of the snow leopard in this vast 700,000 km2 region was limited to just eight firsthand snow leopard sign and conflict location records and 15 secondhand records. These surveys revealed a previously undocumented and growing problem of human-snow leopard conflict. The 2007 survey also yielded 39 new snow leopard conflict incident locations and 24 new snow leopard sign locations. Next, snow leopard telephone interviews and mapping exercises were conducted with Tibet Forestry Bureau staff that yielded an additional 63 and 144 new snow leopard conflict and sighting location records, respectively. These 270 new snow leopard location records, together with 39 records collected by other observers from 1988 to 2009, were compiled into a snow leopard distribution map for the Chang Tang. This effort greatly expanded knowledge of the snow leopard’s distribution in this region which remains one of the least understood of the snow leopard’s key range areas. New knowledge gained on snow leopard distribution in the Chang Tang through this exercise will help identify human-snow leopard conflict hot spots and inform design of human-snow leopard conflict mitigation and conservation strategies for northwest Tibet. Nevertheless, extensive additional field verification work will be required to definitively delineate snow leopard distribution in the Chang Tang. Importantly, since 2006, a number of major transportation infrastructure projects have made the Chang Tang more accessible, including paving of highways, new railroads, and new airports. This has led to a greatly increased number of tourists visiting western Tibet, particularly Mt. Kailash and Lake Manasarovar. At the same time, large areas of the Chang Tang have been fenced for livestock pastures as part of government initiatives to allocate pasturelands to individual families. All three of these developments have a large potential to cause disturbance to snow leopards and their prey species, including by hindering their movements and degrading their habitat. Therefore, future conservation measures in the Chang Tang will need to insure that development activities and the growing number of visitors to the Chang Tang do not adversely affect the distribution of snow leopards and their prey species or directly degrade their habitat. |
