Abstract | Wildlife-related crop and livestock damage is emerging as a leading source of conflict between local communities, protected areas and park managers throughout India and the Himalayan region (Kharel 1997, Mishra 1997, Saberwal et al. 1994 and Sekhar 1998). For example, a comprehensive household-level survey of herders living in Nepal’s Annapurna Conservation Area suggested that predation accounted for 63% of all livestock mortality over a 18-24 month period, mostly attributable to snow leopard (Jackson et al. 1996). Oli et al. (1994) reported the predation rate at 2.6% of the stockholding, with losses representing as much as 25% of the average household’s per capita income. Hardly surprisingly, most local people held strongly negative attitudes toward snow leopard and wolf. In the Kibber Wildlife Sanctuary in Lahaul-Spiti, Mishra (1997) reported that 18% of the livestock holding were killed over a 18 month period, amounting to 1.6 animals per household perannum, with an estimated total value of US $ 128 per family per year. Villages received compensationin only 28 of 131 reported cases. According to local residents, predation rates in the sanctuary had increased markedly since its establishment. Mishra (1997) attributes this to a dramatic increase in livestock numbers accompanying a shift rom subsistence to a more commercially-based animal husbandry pattern. The purpose of this presentation is to provide an overview of livestock damage from wild carnivores and how protected area managers could best approach this contentious issue. The author uses Hemis National Park as a case study example, focusing on baseline information gathering, and past, current and proposed remedial actions for reducing losses and compensating livestock owners. |

Abstract | The endangered snow leopard Panthera uncia occurs in rugged, high-altitude regions of Central Asia. However, information on the status of this felid is limited in many areas. We conducted a pilot study to optimize molecular markers for the analysis of snow leopard scat samples and to examine the feasibility of using noninvasive genetic methods for monitoring this felid. We designed snow leopard-specific primers for seven microsatellite loci that amplified shorter segments and avoided flanking sequences shared with repetitive elements. By redesigning primers we maximized genotyping success and minimized genotyping errors. In addition, we tested a Y chromosome-marker for sex identification and designed a panel of mitochondrial DNA primers for examining genetic diversity of snow leopards using scat samples. We collected scats believed to be from snow leopards in three separate geographic regions including north-western India, central China and southern Mongolia. We observed snow leopard scats in all three sites despite only brief 2-day surveys in each area. There was a high rate of species misidentification in the field with up to 54% of snow leopard scats misidentified as red fox. The high rate of field misidentification suggests sign surveys incorporating scat likely overestimate snow leopard abundance. The highest ratio of snow leopard scats was observed in Ladakh (India) and South Gobi (Mongolia), where four and five snow leopards were detected, respectively. Our findings describe a species-specific molecular panel for analysis of snow leopard scats, and highlight the efficacy of noninvasive genetic surveys for monitoring snow leopards. These methods enable large-scale noninvasive studies that will provide information critical for conservation of snow leopards.

Abstract | While the world is becoming increasingly interconnected and interdependent, physically and culturally, the wildlife of remote mountain regions is being affected both positively and negatively by such interconnectedness. In the case of snow leopards, the conservation impact has been largely, and rather unexpectedly, positive: Species-focused conservation projects, such as Project Snow Leopard (PSL) in Gilgit-Baltistan, remain mainly externally driven initiatives. PSL, initiated as a small pilot project in 1998, has relied on an approach that includes the use of an insurance scheme, the deployment of mitigation measures, and the empowerment of local governance. This approach has been successful in reducing the conflict with snow leopards and has built greater tolerance toward them. PSL is managed by local communities and cofinanced by them. PSL communities throughout the region are bearing the burden of carnivore conservation, and they are unwittingly subsidizing their populations by ‘‘feeding’’ them their livestock even though they are an economic threat to them. In this article, we argue that external intervention in the form of efforts that help alleviate the consequences of conflict through local empowerment have had a positive impact on the local mountain societies. We also show that such interventions have resulted in tangible conservation results, with the number of snow leopards staying at least stable. Our experience also shows that while the incentive component is critical, it is also part of a larger approach—one that includes developing and supporting local governance structures, improving access to education, and offering a range of tools to reduce the conflict that can be implemented locally. Finally, we suggest that investing in this approach— one that recognizes the species and local-context complexities surrounding the implementation of conservation incentives—can continue to inform international practices and guidelines for reducing human–wildlife conflicts worldwide. |

Title | Reducing Livestock Depredation in the Nepalese Himalaya: Case of the Annapurna Conservation Area | Type | Miscellaneous
Year | 1994 | Publication | Abbreviated Journal
Volume | Issue | Pages | |||
Keywords | reducing; livestock; depreadation; nepalese; Himalaya; annapurna conservation area; 2090
Abstract | In the Nepalese Himalaya, conflict with rural communities due to livestock predation to large carnivores like snow leopard, common leopard, wolf and wild dog has risen sharply in recent years. This increase is attributed to a number of factors, including implementation and enforcement of wildlife protection laws (which have permitted a recovery in carnivore numbers), the creation of protected areas (which serve as refuges from which predators can populate the surrounding area), the depletion of natural prey due to poaching and loss of habitat, and lax livestock herding practices. However, little information is presently available upon which to design remedial programs. U.S. AID provided research funding for an in-depth assessment of snow leopard predation in the Annapurna Conservation Area (ACAP), an new innovative approach to nature conservation. Baseline information on livestock numbers and mortality were gathered during household interviews, followed by field surveys to assess animal husbandry systems, map pastures, establish periods of use and estimate stocking rates, and to characterize habitat using randomly located plots. Data substantiate the existence of depredation “hotspots”, where high loss occurs, in some cases exceeding 14% to 20% of the livestock population over a short period. Losses varied seasonally, and from year to year. Small-bodied stock like goat and sheep were more vulnerable than large-bodied stock like yak, although horses were especially vulnerable. Factors most closely associated with predation included lack of guarding (or very lax supervision), especially during the daytime, and repeated use of pastures where livestock depredators were known to be actively hunting. Herders usually reacted to repeated depredation incidents by attempting to trap or shoot the suspected culprit until losses declined to an acceptable level. As large carnivore populations become increasingly fragmented and genetically isolated, new management strategies are urgently needed, especially within the buffer zones and intervening corridors between separated parks and reserves. People reside within nearly all Himalayan protected areas, and such issues as loss of livestock and competition between wildlife and livestock cannot be avoided. A plan is offered for alleviating livestock loss in the Annapurna Conservation Area that involves local institutions in decision-making, rewards sound husbandry practices, strengthens indigenous institutions, without further eroding ACAP’s unique biological diversity and diverse carnivore population. The authors believe these measures and ideas could be fruitfully extended to other parts of the Himalaya.

Abstract | The authors investigated livestock depredation patterns of snow leopards on the northern slopes of the Himalayans near the villages of Manang and Khangshar, Nepal. Information is discussed on the relationships among livestock loss, endangered species management, public relations/conservation issues, and cooperative efforts among institutions involved in the decision making process. A plan is devised for alleviating livestock loss and protecting endangered species in the area. pcp

Abstract | Nepal's snow leopards (Uncia uncia) are mostly found along the northern border with Tibet (China). The largest populations are in Dolpa, Mugu, Manang, and Myagdi Districts. Potential habitat totals about 30,000 square kilometers. Numbers are estimated at 300-500, but surveys are urgently needed to confirm this rough guess. Like elsewhere, the primary threats center on poaching, depletion of natural prey, livestock depredation and resultant retributive killing of snow leopards by herders, and the lack of public awareness and support for conserving snow leoaprds, especially among local herders.

Abstract | This document reports on the status, distribution and protected areas coverage for snow leopard across its range in Central Asia. It is intended to aid in updating the existing knowledge base of snow leopard status and distribution during the Snow Leopard Survival Strategy (SLSS) Workshop organized by the International Snow Leopard Trust (ISLT), and to be held in Seattle on May 21-25, 2002. The SLSS workshop provides an unique opportunity to solicit feedback from scientists, conservation organizations, government agencies and knowledgeable experts in order to: (1) Verify the accuracy of information presented in this document (much of which was published 5-10 years ago) and to identify data gaps, especially with respect to population size and protectedareas coverage for this species; (2) Aid organizations in developing tightly targeting conservation actions by identifying critical snow leopard areas, parks and reserves, and by implication, the intervening linking corridors linking key protected areas; (3) Serve as a catalyst for encouraging range-countries to conduct field surveys into snow leopard status and distribution, especially in those areas deemed the most important to the maintenance of a viable metapopulation across the 12 countries in which the species' occurs. |
