Abstract | A total of 206 individual Blue sheep Pseudois nayaur were estimated in Barse and Phagune blocks of Dhorpatan Hunting Reserve (DHR) and population density was 1.8 Blue sheep/sq.km. There was not significant change in population density from last 4 decades. An average 7 animals/herd (SD-5.5) were classified from twenty nine herds, sheep per herds varying from 1 to 37. Blue sheep has classified into sex ratio on an average 75 male/100females was recorded in study area. The sex ratio was slightly lower but not significantly different from the previous study. Population of Blue sheep was seen stable or not decrease even there was high poaching pressure, the reason may be reducing the number of predators by poison and poaching which has supported to increase blue sheep population. Because of reducing the predators Wolf Canis lupus, Wild boar population was increasing drastically in high rate and we can observed wild boar above the tree line of DHR. The frequency of occurrence of different prey species in scats of different predators shows that, excluding zero values, the frequencies of different prey species were no significantly different (ö2= 10.3, df = 49, p > 0.05). Most of the scats samples (74%) of Snow leopard, Wolf, Common Leopard, Red fox's cover one prey species while two and three species were present in 18% and 8%, respectively. Barking deer Muntiacus muntjak was the most frequent (18%) of total diet composition of common leopards. Pika Ochotona roylei was the most frequent (28%), and Blue sheep was in second position for diet of snow leopards which cover 21% of total diet composition. 13% of diet covered non-food item such as soil, stones, and vegetable. Pika was most frequent on Wolf and Red fox diet which covered 32% and 30% respectively. There was good positive relationship between the scat density and Blue sheep consumption rate, increasing the scat density, increasing the Blue sheep consumption rate. Blue sheep preference by different predators such as Snow leopard, Common leopard, Wolf and Red fox were 20%, 6%, 13% and 2% of total prey species respectively. |

Title | Integrated conservation and development project life cycles in the Annapurna Conservation Area, Nepal: Is development overpowering conservation? | Type | Journal Article

Abstract | The merits of integrated conservation and development projects (ICDPs), which aim to provide development incentives to citizens in return for conservation behaviors, have long been debated in the literature. Some of the most common critiques suggest that conservation activities tend to be strongly overpowered by development activities. We studied this assertion through participant observation and archival analysis of five Conservation Area Management Committees (CAMCs) in the Annapurna Conservation Area (ACA), Nepal. Committee activities were categorized as conservation activities (policy development and conservation implementation), development activities (infrastructure, health care, education, economic development, and sanitation), or activities related to institutional strengthening (administrative development and capacity building activities). Greater longevity of each ICDP was associated with greater conservation activity in relation to development activities. Project life cycles progressed from a focus on development activities in their early stages, through a transitional period of institutional strengthening, and toward a longer-term focus that roughly balanced conservation and development activities. Results suggest that the ICDP concept, as practiced in ACA, has been successful at building capacity for and interest in conservation amongst local communities. However, success has come over a period of nearly a decade, suggesting that prior conclusions about ICDP failures may have been based on unrealistic expectations of the time needed to influence behavioral changes in target populations.

Abstract | Changes in economy and land use are under way in the Indian Transhimalayan region of Ladakh, creating both negative and positive prospects for wildlife conservation in this sparsely populations and previously remote area. New livestock breeds, irrigation developments, farming practices, foreign tourists, and a large military presence are changing the way people view and use the mountainous land that surrounds them. With only 0.3% of the land currently arable, changes in wildlife and natural resource conservation are most apparent on Ladakh's extensive rangelands which are apparently undergoing a redistribution of use associated with social changes and recently introduced animal husbandry and farming practices. International endangered species such as the snow leopard, several wild ungulates, and the black-necked crane provide special incentive for conservation efforts in what are some of the best remaining natural areas in the mountainous regions to the north of the Himalayan crest. The success of newly created protected areas for wildlife conservation in Ladakh rests on an understanding of the effects of various development directions, a commitment to environmentally sensitive development amid the many competing demands on Ladakh's natural resources, conservation laws appropriate to human needs, and a clear recognition that solutions can be neither directly adaptable from other mountainous areas nor even widely applicable across the Himalayan region.

Abstract | The wildlife of temperate forest ecosystems in the Western Himalayas is threatened by destruction of habitat and hunting. Two species of pheasants occuring in the survey area (western tragopan Tragopan melanocephalus and cheer pheasant Catreus wallichi) are listed in the IUCN Red Data Book (1979). Small populations of both species were located and information on their habitat requirements was obtained. The status of most large mammal species appears to be precarious, with the populations encountered being small and fragmented. Species formerly common but now rare include Himalayan brown bear Ursus arctos, Himalayan tahr Hemitragus jemlahicus and musk deer Moschus moschiferus. The snow leopard Panthera uncia has disappeared completely from the area.-from Authors

Abstract | The modern era of wildlife and protected area conservation in Nepal began in 1973 with the passage of comprehensive legislation, and has evolved very quickly as new priorities and problems have emerged. Here we explore the legal and managerial development of conservation areas, a recently-defined category of protected area designed to promote conservation through local-level participation and development. A review of the Conservation Area Management Regulations of 1996 shows that there are several potential problems inherent in this designation. As written, the regulations move power from the government to organizations under governmental contract. Thus, management authority largely remains top-down from the standpoint of local users. We also question how well the designation will protect some sensitive wildlife species, since organizations do not have law enforcement authority under Nepalese legislation. Despite these concerns, there have been several successful conservation area programmes in existence in Nepal since the 1980s and most of the issues addressed are surmountable with the current regulations, providing that several criteria are met. We propose that His Majesty's Government and organizations under contract develop more definitive methods of disbursing funds for local-level projects, and institute social impact assessments. In addition, more attention must be paid to wildlife law enforcement; independent assessments of important wild populations and unique habitats are needed. Finally, we discuss some broader issues that should be better addressed in Nepal and elsewhere, including cross-sectoral coordination within the government. |

Abstract | Buffer zones have been used as part of larger integrated conservation development programs to provide the benefits of ecological buffering of protected areas and socioeconomic buffering of neighboring communities. The authors explore the legal and managerial development of buffer zones internationally and with the passage of a conservation amendment in Nepal. A review of Nepal's buffer zone policies and several ongoing projects shows that there are several potential inherent problems. As written, regulations tend to expand the authority of the state by imposing restrictions in populated areas formerly not under control of park officials. Some participatory rights are provided to citizens, but management authority largely remains top down from the standpoint of local users. The authors question whether the managerial and research capacities exist to monitor buffer zones for their effectiveness both for conservation and development purposes and make several recommendations to improve implementation.

Abstract | The protection of Snow Leopards in the remote and economically disadvantaged Northern Areas of Pakistan needs local people equipped with the skills to gather and present information on the number and range of individual animals in their area. It is important for the success of a conservation campaign that the people living in the area are engaged in the conservation process. Snow Leopards are elusive and range through inhospitable terrain so direct study is difficult. Consequently the major goals for this project were twofold, to gather information on snow leopard distribution in this area and to train local university students and conservation management professionals in the techniques used for locating snow leopards without the need to capture or even see the animals. This project pioneered the use of DNA testing of field samples collected in Pakistan to determine the distribution of snow leopards and to attempt to identify individuals. These were collected in and around that country's most northerly national park, the Kunjurab National Park, which sits on the Pakistan China border. Though the Northern Areas is not a well developed part of Pakistan, it does possess a number of institutions that can work together to strengthen snow leopard conservation. The first of these is a newly established University with students ready to be trained in the skills needed. Secondly WWF-Pakistan has an office in the main town and a state of the art GIS laboratory in Lahore and already works closely with the Forest Department who manage the national park. All three institutions worked together in this project with WWF providing GIS expertise, the FD rangers, and the university students carrying out the laboratory work. In addition in the course of the project the University of the Punjab in Lahore also joined the effort, providing laboratory facilities for the students. As a result of this project maps have been produced showing the location of snow leopards in two areas. Preliminary DNA evidence indicates that there is more than one animal in this relatively small area, but the greatest achievement of this project is the training and experience gained by the local students. For one student this has been life changing. Due to the opportunities provided by this study the student, Nelofar gained significant scientific training and as a consequence she is now working as a lecturer and research officer for the Center for Integrated Mountain Research, New Campus University of the Punjab, Lahore Pakistan |

Abstract | Livestock depredation by the endangered snow leopard (Panthera uncia) is an increasingly contentious issue in Himalayan villages, especially in or near protected areas. Mass attacks in which as many as 100 sheep and goats are killed in a single incident inevitably result in retaliation by local villagers. This article describes a community-based conservation initiative to address this problem in Hemis National Park, India. Human-wildlife conflict is alleviated by predator-proofing villagers' nighttime livestock pens and by enhancing household incomes in environmentally sensitive and culturally compatible ways. The authors have found that the highly participatory strategy described here (Appreciative Participatory Planning and Action-APPA) leads to a sense of project ownership by local stakeholders, communal empowerment, self-reliance, and willingness to co-exist with snow leopards. The most significant conservation outcome of this process is the protection from retaliatory poaching of up to five snow leopards for every village's livestock pens that are made predator-proof. |
